Context <br /> <br />Applicant community's/agency's demonstrated commitment to and experience <br />in bike/pedestrian facilities and programs <br /> <br />The city has demonstrated their commitment to and experience in bike/pedestrian facilities <br />and programs, with the abundance of trails provided throughout the city. Consistent with <br />the city park and trail plan and the Rice Creek Chain of Lake Regional Park Reserve - <br />Master Plan, the city continues to demonstrate it's commitment to recreation and <br />transportation trail facilities through the planning and implementation of these facilities as <br />part of roadway projects and as part of the transition of park property from passive use to <br />active use. <br /> <br />· Commitment to operation and maintenance <br /> <br />The City of Centerville ensures that trail facilities are properly operated and maintained <br />either by direct responsibility. The city has provided a letter of support and commitment to <br />operation and maintenance for this project. <br /> <br />Attention to other facilities <br /> <br />The proposed pedestrian/bicycle trial linkages have been planned as part the downtown <br />redevelopment and the CSAH 14: 1-35W to 1-35E reconstruction project mindful of other <br />facilities in the area including trail plans for CSAH 14 west of 1-35W and recognizing the <br />trail resources available in Washington County, east of 1-35E. At a local level, the trail <br />takes advantage of the Rice Creek Chain of Lakes Regional Park Reserve amenities, <br />including trails, the Centerville's local trails and sidewalks. <br /> <br />The pedestrian/bicycle trial linkages will also provide an enhanced connection to transit <br />facilities. The CSAH 14 corridor currently serves two commuter bus routes for Metro <br />Transit. Reconstruction plans for the 1-35E interchange to the east include a new park- <br />and-ride in the southeast quadrant of the interchange. Transit service in this area <br />currently connects to a large transit hub located near the junction of TH 242/CSAH 14 and <br />US 10. From here, Centerville residents have access to the rest of the Twin Cities <br />metropolitan area. <br /> <br />Project compatibility with surrounding land uses / management/ <br />facilities <br /> <br />The project is compatible with surrounding land uses, including the Rice Creek Chain of <br />Lakes Regional Park Reserve, residential areas, the City of Centerville elementary school <br />and existing and planned retail, commercial and industrial land uses in Centerville. <br />Pedestrians and bicyclists will have the opportunity to safely travel to, from and within the <br />city, the Rice Creek Chain of Lakes Regional Park Reserve, to connect to transit facilities <br />and to travel between employment centers and residential areas with the construction of <br />the pedestrian/bicycle trial linkages. <br /> <br />The proposed pedestrian/bicycle trial linkages are consistent with the management of the <br />city trail system. The pedestrian/bicycle trial will also complement the large regional park <br />with designated active areas (including recreational and educational areas) and passive <br />areas for natural preservation. The overall trail use will be consistent with the City of <br />Centerville's intended use for the area. <br /> <br />5 <br />
