The pedestrian/bicycle trial will be compatible with planned trail facilities in the city by
providing an un-met need for a safe and continuous trail system.

5. Relationship between Categories

· What is the relationship to the Scenic and Environmental group?

The proposed project is related to the Scenic and Environmental group due to its location
within and access to the Rice Creek Chain of Lakes Regional Park Reserve and Clearwater
Creek. The pedestrian/bicycle trial linkage will provide easy access from the future CSAH
14 trail to community and park resources.

The Clearwater Creek! Rice Creek Chain of Lakes Regional Park Reserve contain significant
native wildlife habitat as identified by the Minnesota Department of Natural Resources.
Native plant and animal life abounds. Park visitors may see muskrats, red fox, grey & red
squirrel, woodchuck, weasel, deer, resident birds such as pheasant and pileated
woodpeckers, and a variety of migratory waterfowl. Habitats are rich and varied and
include heavily wooded areas, wetlands, prairie, lakes, flood plains, and open fields. Park
visitors can view wildlife from the interpretive Wargo Nature Center or by using the easily
accessible self-guided trails within the park.

The overall project area is also known for its numerous water resources including Peltier
Lake and Centerville Lake. Species known to inhabit the area include blandings turtles,
blue heron and bald eagles.

What is the relationship to the Historic and Archaeological group?

The proposed pedestrian/bicycle trial linkage is related to the Historic and Archaeological
group because of its connection to the CSAH 14 trail, which will cross areas of significant
archaeological history in the Rice Creek Chain of Lakes Regional Park Reserve. More
precisely, a segment of the CSAH trail from the park entrance to 1-35E is known for its
archaeological history including a remaining Native American burial mound. Study of the
area's archaeological resources is ongoing and may further identify archaeological
resources and opportunities for the park to use the resources for educational purposes.

General/Integrative Criteria

1. Relationship to Intermodal/Multimodal Transportation System

a. The proposed project will be related to surface transportation through its association with
motorized traffic and its ability to directly improve safety by reducing conflicts between
motorized and non-motorized vehicles.

The pedestrian/bicycle trial linkages that cross CSAH 14 are currently experiencing volumes
of approximately 6,000 vehicles per day. These volumes are anticipated to double by 2030.
The pedestrian/bicycle trial linkages will provide safe crossings and therefore reduce the
potential for motorized/non-motorized vehicle conflicts along the high- volume roadway.

The pedestrian/bicycle trial linkages are also related to surface transportation through its
connection with the County walkways/bikeways. The pedestrian/bicycle trial linkages and the
overall trail system contribute to the areas multi-modal transportation system by providing a
pathway for pedestrians and bicyclists. The proposed project will improve circulation and
access between the existing and future planned trails in the City of Centerville, Anoka County

6
