<br />allows trail users the opportunity to recognize the archaeological history of this area laden <br />with lakes. <br /> <br />The overall public safety benefit of the pedestrian/bicycle trial linkages must also be <br />recognized. At least three modes of transportation will have a reduced chance of conflict <br />with the addition of the pedestrian/bicycle trial. Pedestrians and bicyclists will be able to <br />safely cross CSAH 14 from one side to the other and motorists will have a reduced chance of <br />hitting these pedestrians and bicyclists while they are doing so. <br /> <br />3. Development Framework Implementation <br /> <br />a. Employment, Housing and Transportation Integration <br /> <br />The Metropolitan Council's 2030 Regional Development Framework identifies Centerville as a <br />"developing community". Therefore, following are responses consistent with an urban area <br />project. <br /> <br />1) a development with an interconnected system of local streets, pedestrian, and <br />bicycle facilities. <br /> <br />The pedestrian/bicycle trial linkages, while located in the City of Centerville, will also connects <br />via the CSAH 14 trail system to the to the interconnected system of local streets in the City of <br />Lino Lakes and county roads in Anoka County. The pedestrian/bicycle trial linkages in <br />association with the CSAH 14 trail will also interconnect with the system of trails in the Rice <br />Creek Chain of Lakes Regional Park Reserve and the local in the Cities of Centerville and Lino <br />Lakes. Land uses in the immediate vicinity of the pedestrian/bicycle trial linkage will be <br />provided a safe connection to downtown Centerville (to the east) and the developing portions <br />of Centerville. Centerville is currently experiencing rapid planning for the development of <br />currently vacant or undeveloped land. The pedestrian/bicycle trial linkages will benefit <br />circulation within the city and complement the existing and planned local street systems. <br /> <br />2) a neighborhood revitalization area. <br /> <br />The proposed pedestrian/bicycle trial linkage will serve the downtown revitalization area in <br />Centerville. The City has received two Community Development Block Grants and created a <br />tax increment financing district to revitalize downtown Centerville at CSAH 14 and Centerville <br />Road. Together with the City sidewalk system, the pedestrian/bicycle trial linkages and the <br />trail along CSAH 14 will provide a connection to this area. <br /> <br />3) a redevelopment area of increased intensification and integrated land uses. <br /> <br />The proposed pedestrian/bicycle trial linkages in association with the CSAH 14 trail will reach <br />a redevelopment area in Centerville. The City has received two Community Development <br />Block Grants and created a tax increment financing district to revitalize the redevelopment <br />area (downtown Centerville) at CSAH 14 and Centerville Road. Land uses in the <br />redevelopment area, whether residential, commercial or retail, will be enhanced by the <br />access to/from the CSAH 14 trail and associated pedestrian/bicycle trial linkages. <br /> <br />8 <br />
