<br />4) an existing or proposed center of economic development. <br /> <br />The proposed pedestrian/bicycle trial linkages in association with the CSAH 14 trail will reach <br />the City of Centerville which is currently experiencing the development of vacant land along <br />CSAH 14. The City views this development as an expansion of the existing economic center. <br /> <br />5) a center of development on a transit way or a high volume transit facility. <br /> <br />The trail along CSAH 14 and the associated pedestrian/bicycle trial linkages will benefit <br />development along a high-volume transit way. The transit service along the 1- 35E corridor <br />reaches into the downtowns of Minneapolis and St. Paul as well as the greater Metropolitan <br />Area. Transit demand for this area is only anticipated to increase with current development <br />plans for Centerville. As identified by the Metropolitan Council, the City of Centerville is a <br />"developing" city. <br /> <br />6) a brownfield revitalization project. <br /> <br />The project will not serve or benefit a brownfield revitalization area. <br /> <br />7) Access between housing and employment. <br /> <br />The pedestrian/bicycle trial linkages in association with the CSAH 14 trail will proVide access <br />between the area's residential land uses, which are primarily comprised of single family <br />homes, and employment. As the City of Centerville responses to increased housing demands <br />in the Twin Cities metropolitan area, including an increased demand for life-cycle housing, <br />the trail and associated pedestrian/bicycle trial linkages will provide a connection between <br />housing and employment centers in downtown Centerville and along the 1-35E corridor. The <br />connection to the 1-35E corridor also provides a connection between housing and <br />employment, including employment in a broader segment of the Twin Cities metropolitan <br />area. <br /> <br />8) Access to existing or planned affordable or life-cycle housing development. <br /> <br />Access to existing or planned affordable or life-cycle housing development will be met with <br />the proposed project. The City of Centerville has the opportunity to respond to the housing <br />demand with the development of vacant land just beyond Main Street (CSAH 14) in <br />downtown Centerville. <br /> <br />4. Maturity of the Project Concept <br /> <br />The proposed project has developed to the stage of preliminary design with plans being <br />coordinated with the 2006 to 2007 construction plans for CSAH 14. A preliminary design for <br />the pedestrian/bicycle trial linkages, have been prepared by the City of Centerville. The <br />design for the pedestrian/bicycle trial linkages have been reviewed by the city's park and <br />recreation committee as well as the city council. <br /> <br />9 <br />
