City of Centerville
Council Meeting Minutes
March 28, 2007

Councilmember Broussard replied when usage changes, parking requirements also
change with a conditional use permit. Councilmember Broussard stated that the property
is zoned industrial and recommended Council require B & R complete the project with
Class 5 gravel, and review the ordinance to determine paving needs.

City Attorney Glaser commented that Council is not being asked to consider a variance or
a conditional use permit by the Planning and Zoning Commission. He stated the
suggestion is somewhat lacking.

Discussion ensued regarding parking and paving requirements.

City Attorney Glaser recommended that B & R Properties apply for a standard
conditional use permit for the existing use of the building and if the use is modified, the
building would need to comply with the current parking conditions. He stated a variance
would run with the land and be placed indefinitely.

Mayor Capra asked if City Council could approve part of this and resolve the parking
issue at the next meeting.

City Attorney Glaser replied it could be approved with a condition that the building could
not be occupied until the parking issue is resolved.

Councilmember Broussard stated she is willing to consider approval under the existing
ordinances requiring B & R Properties to pave the required parking spaces.

Councilmember Paar stated the motion was made by the Planning and Zoning
Commission to recommend approval of the project with the understanding that sufficient
parking space be paved to accommodate the use of the building.

City Administrator Larson commented that the best course of action would be to approve
it with the understanding B & R Properties will meet the required paved parking needs
and go through the process for a variance or conditional use permit if they wish to have
something less considered.

Mayor Capra stated Council could offer them the option to come back for a conditional
use permit.

Motion by Council Member Lakso. Seconded by Council Member Parr. to Approve
the Proposed Buildim~ Addition at 6805~20th Avenue South (B & R Properties)
Accordine: to Existine: Ordinance Requirements. All in favor.
