City of Centerville <br />Council Meeting Minutes <br />March 28, 2007 <br /> <br />VIII. NEW BUSINESS <br /> <br />th <br /> <br />1.Proposed Building Addition – 6805 – 20 Avenue South (B & R Properties) <br /> <br />City Administrator Larson reported that B & R Properties is proposing an addition to <br />their current building. Mr. Larson stated that the Planning and Zoning Commission <br />recommended approval of the addition and did not feel B & R Properties needed to pave <br />all of the parking areas immediately, given the small number of employees. <br /> <br />Mayor Capra questioned whether Class 5 gravel is behind the building. Mr. Larson <br />concurred. <br /> <br />Councilmember Lee questioned whether additional dollars should be escrowed for <br />additional parking spaces in the future. <br /> <br />Mr. Larson stated that escrow dollars for parking spaces were not discussed and that not <br />all of the current spaces for parking were being utilized. <br /> <br />City Attorney Glaser questioned whether the Committee discussed a variance. <br /> <br />Mayor Capra questioned whether B & R Properties had proposed to pave a portion in the <br />rear of the building. <br /> <br />City Administrator Larson referred Council to the site map and pointed out the location <br />of the new parking areas. A discussion on parking requirements ensued. <br /> <br />City Attorney Glaser explained that a variance applies to the land and a conditional use <br />applies to the business operated. <br /> <br />City Administrator Larson commented that the Planning and Zoning Commission <br />indicated it did not make sense to require B & R Properties to pave 144 parking spaces <br />given the current use of the building. <br /> <br />Mayor Capra stated that the required spaces behind the building remain Class 5 gravel <br />instead of asphalt. She questioned City Administrator Larson whether B & R Properties <br />would be required to install asphalt at some point in the future. Mr. Larson stated that <br />the installation of asphalt would be normally required. <br /> <br />Mayor Capra commented that if approved with Class 5 gravel, there would be time to <br />look at the ordinance prior to B & R Properties required additional parking. <br /> <br />Councilmember Broussard questioned whether Council could require B & R Properties to <br />prepare the property for paving with Class 5 gravel. <br /> <br />Councilmember Paar stated that he is concerned that if the property changed owners and <br />its current use, there could be a potential for parking shortages. <br />Page 5 of 9 <br />
