City of Centerville
Council Meeting Minutes
March 28, 2007

City Administrator Larson reported Staff met with Xcel Energy, the tree service, and
representatives of the townhome association concerning the power line location. He
stated that the property owners felt more comfortable following the discussions. City
Administrator Larson stated the tree service would cut a sight line with a mower and
about two weeks later cut a 30-foot wide area for the power lines.

Mayor Capra asked about the stakes and a garage that looked close to the proposed utility
pole location.

City Administrator Larson replied Xcel was marking the right-of-way limits. He
commented it is possible the garage encroaches into the right-of-way. He reported there
is a pole marking just off the back edge of the County 14 right-of-way, which is the first
pole location on the south side of the road. He stated the next pole jumps over the
property and would be placed beyond the fence. He reported two additional poles would
be located mid-point and the final pole would be located near Chauncey Barett Gardens.
City Administrator Larson reported the construction of the utility line would be towards
the end of May, 2007.

City Administrator Larson reported that Council had met earlier with the Parks and
Recreation and Planning and Zoning Commissions to review goals. He stated the goals
would be on the next agenda for Council approval.

Mayor Capra reported that Anoka County would be conducting a traffic study on Main
th
Street at 20 Avenue using a hand count system rather than a tube system which is felt to
be more accurate.

City Engineer Statz explained how the hand count would include the turn directions. He
th
reported all left turns onto 20 Avenue would be counted. He indicated the fastest way to
get a signal is by counting the left turns.

Discussion ensued regarding the study date, the upcoming Easter Holiday and Mayor
Capra asked City Administrator Larson to verify the actual study date.

2.Centerville Sesquicentennial

a.LaCompany

Mayor Capra reported she sent a link to the LaCompany website to Council Members.
She stated her point of contact is difficult to connect with at times.

3.Other Announcements/Updates

Councilmember Lee reported that the Parks and Recreation Committee would like
feedback regarding the amount of detail expected for the Comprehensive Plan update.

City Administrator Larson replied that the Parks and Recreation Committee forwarded
information to staff that would be passed on to the Planning and Zoning Commission.
