City of Centerville
Council Meeting Minutes
March 28, 2007

suggested that the Parks and Recreation Committee prepare a map to point out locations
where trails and sidewalks are needed.

Mayor Capra reported she, Councilmember Lakso, and several staff members attended
the State of Minnesota Avian and Pandemic Influenza Regional Business Symposium.
She stated that the booklet received at the session could be accessed on line from the
Homeland Security website. Several copies were brought back for Council to review and
she encouraged everyone to read the tabbed areas in the booklet provided.

Councilmember Lee reported he and Councilmember Lakso also attended a similar
meeting on pandemics. He mentioned the flu in 1918 was caused by birds and passed
throughout the United States in 30 days. He commented a vaccine could not be
manufactured until six months after the pandemic spreads.

Councilmember Broussard questioned whether volunteers could perform City duties
should a need arise if a pandemic were to take place. She also questioned whether
volunteers would be covered, in case of injury, by insurance or from worker’s
compensation in this case.

Discussion ensued and consensus was that volunteers would be covered.

City Engineer Statz updated Council on the Parks and Recreation Commission’s
schedule. He stated the Parks and Recreation Committee would like the remaining
improvements to come as one lump bid. He stated the Parks and Recreation Committee
would meet on April 4, 2007 to compile a list of improvements they would like
completed. He stated a proposed bid would be presented to Council to take under
advisement on April 11, 2007. He stated Council could then authorize the Parks and
Recreation Committee to produce a plan and to go out for bids for the project. City
Engineer Statz commented he would come back to Council for an award of bid and
approval no later than the first week of June. He explained there is a minimum of three
weeks to accept bids.

XI.
