<br />r ~ <br /> <br />Qualifying Requirements <br /> <br />1. Project Description - The proposed project involves the construction of approximately 2300 <br />lineal feet of 8' wide asphalt trail. The trail is designed to interconnect several already linked new <br />and existing residential subdivisions in Centerville through the City's largest municipal park and <br />then link into the Anoka County Rice Creek Regional Park Reserve trail system. <br /> <br />The project would allow several thousand users to directly access a major public recreational <br />facility. The Rice Creek Chain of Lakes Regional Park Reserve currently contains picnic areas, <br />parking, boat launches, canoe launches, fishing pier, campgrounds, Wargo Nature Center, <br />Heritage Lab, a prairie restoration project, cross country ski trails, a swimming beach with <br />bathhouselrestrooms, playground, drinking fountain and Chomonix Golf Course. <br /> <br />Anoka County currently is planning to make several upgrades to the Rice Creek Chain of Lakes <br />Regional Park Reserve. The improvements have been authorized and funded by the Metropolitan <br />Council. . The anticipated budget of these improvements is documented in this application. As <br />these improvements begin construction in the fall of 1999, the timing is perfect for the City of <br />Centerville to submit this application. This grant application is being submitted due to the <br />extreme importance to the City of Centerville and the surrounding area to have a local access to <br />this significant public recreation facility. <br /> <br />2. Project Goals - The goal for this project is to allow the following users to access the Rice <br />Creek Regional Park Reserve: hikers, walkers, joggers, runners, bicyclists, in-line skaters and <br />cross country skiers. The trailway is being designed wide enough to accommodate multiple uses <br />by a variety of users. <br /> <br />A secondary goal is to make the trail linkage to the Rice Creek Chain of Lakes Regional Park <br />Reserve now, so that new residential developers will be required to make arrangements to design <br />and construct trailways in their respective new subdivisions. These residential trailways will be <br />required to link to Centerville's local trailway system which will then interconnect with the <br />trailway system in the regional park. The linkage will provide the City with additional leverage to <br />persuade developers to incorporate the trail in their early planning phase. <br /> <br />3. Project Costs - The project costs have been delineated by the City ofCenterville's consultant <br />engineer. The firm ofBonestroo, Rosene, Anderlik and Associates has provided a detailed cost <br />breakdown of all components involved in constructing this trail linkage project. This is provided <br />on pa.se 5 of this application. <br /> <br />4. Evidence of Project Support - There are several groups that have been involved in the <br />development of the Centerville trail system. Included in the grant application are a couple key <br />. letters of support. One letter of support is from the Pirector of Parks and Recreation from Anoka <br />
