The second letter is from a grassroots neighborhood group that has recently formed to <br />work with the City ofCenterville's Park and Recreation Committee for the promotion and <br />development of the community's trail and park system. If the application was not limited to a <br />total of eight pages, I could include many other letters of support from individuals and families <br />that have a desire to see Centerville establish a trail linkage with the Rice Creek Chain of Lakes <br />Regional Park Reserve. <br /> <br />5. AvaBabllity/access to 50% "hard match" - The City ofCentervi11e will use park dedication <br />funds to provide the 500,10 "hard match" requirements for the grant. <br /> <br />6. Identification of the sponsoring unit of government - The City of Centervi11e Win be legally <br />responsible for the project and will maintain the trail linkage for a period of twenty years. <br /> <br />7. Acknowledgment that neitber this funding source nor the "hard match" can be used for <br />ino:-house labor services and/or to meet existing payroU - The City of Centervi11e <br />acknowledges that neither the grant amount or the "hard match" can be used for in-house labor <br />services or to meet existing City payroll. We understand that only contract services, materials and <br />supplies are reimbursable. <br /> <br />Evaluation Criteria <br /> <br />A Site and project quality - As depicted on the maps that have been submitted as part of this <br />grant application, the trail linkage clearly connects local trailways to a major recreational facility. <br />The trail linkage is located in Laurie LaMotte Park which is the largest municipal park in the City <br />of Centerville. The trail linkage area is located on City owned park property. The park area is <br />very aesthetically pleasing. There are mature trees on the west property boundary and there is a <br />lakeview from the parking area. The City purchased the site from private landowners for park <br />purposes due to the quality of the site. There is a large parking lot in LaMotte Park that is <br />available to visitors. The parking lot was designed to accommodate 147 vehicles. There is also a <br />shelter building in the park that has modern restrooms available for trail users. <br /> <br />B. Public need for and benefit of project - This project should be funded for several reasons. <br />Last year a City youth was injured and hit by a car while bike riding along Main Street. There <br />have been citQ:ens that have attended Council meetings to testify about the traffic speed in the <br />City and the lack of safe places to walk and ride bikes. The subdivisions in the comm1."ity have <br />been interconnected, but until now there has never been an opportunity to link to a major <br />recreational destination. The Rice Creek Chain of Lakes Regional Park Reserve trail system <br />would allow the City to find a safe haven for those seeking a quality natural experience in the <br />midst of a growing suburban community. <br /> <br />I estimate that there is a population of 3000 -3500 persons that live within one mile of the <br />proposed project site. I would expect on the average a minimum of 200 users per day on the trail. <br />This would equate to a minimum of 73,000 user trips/year. <br />
