<br />-If <br /> <br />C. Applicant capability - The City of Centerville is very capable of completing the project. <br />The City Public Works department recently purchased a new $48,000 mini-tractor with 8' bucket <br />and sweeper to have the ability to properly maintain paved trails within the community. During <br />the 1998 construction season, approximately 700 feet of asphalt trail was constructed within the <br />City. The trail construction involved three different contractors and tbree separate projects. The <br />result was multiple subdivisions became linked within the City. By completing .this project, the <br />City has demonstrated the ability to complete trail construction projects. <br /> <br />D. Community commitment to trail use - . The City of Centervi11e has shown that it is <br />committed to trail use by the heavy utilization of the City's existing trails. If this grant application <br />is considered for possible funding and you would like 100 hand written letters mailed to you <br />within one day of your request from various residents committed to using the community trails, I <br />can satisfy that requirement. <br /> <br />E. Impact on adjoining landowners in the vicinity of the project - There would be little <br />impact to adjoining landowners in the vicinity of this project. To the west of the project site is <br />Centerville Lake. To the north of the project site is approximately 15 vacant acres ofland owned <br />by St. Genevieve's Catholic Church. The Church has no immediate plans for development. To <br />the east of the site is residential properties. These property owners have been at past park and <br />Recreation Committee meetings to voice their support for the further development of LaMotte <br />Park. To the south of the site is vacant farmland that will be developed residentially within the <br />next two years. <br /> <br />F. Project readiness - This project would be ready to start if funding is secured. The City is <br />already in possessio~ of the affected property. The trail location was predetermined, prior to the <br />City regrading the entire park. Park infrastructure was arranged to allow for future trail <br />construction when funding was identified. The City would approve the trail specifications as <br />designed by the City Engineer, solicit competitive bids and then award the contract to the lowest <br />responsible bidder. <br /> <br />G. Provides year round trail use - The trail would probably have the most usage in the spring <br />summer and fall months, but the trail would provide year around use. The Heritage Lab, Wargo <br />Nature Center, swimming beach and Chomonix Golf Course are popular attractions in the <br />non-winter months. There is a hockey rink and pleasure skating rink in LaMotte Park that are <br />used heavily in the winter months. There also exists cross country ski trails in the Rice Creek <br />Chain of Lakes Regional Park that would be accessed in the winter months. <br />
