<br />" <br /> <br />To CenterviUe and Lino Lakes City Council Members, <br /> <br />We have ~ve concern regarding the said proposed ordinance being pursued by Wayne LeBlanc. He decided <br />to do this without notifYing and discussing it with the Peltier Lake Association board members or the lake <br />owners. <br /> <br />There is no need for any restrictions on this lake. This is a public and recreational lake. The north end is part <br />of the lak~whicn everyone shouldbe able to use and eqjoy and not to exclude skiing. We feel that the <br />slalom course is best at the north end of the lake because it has the right conditions for our slalom ski <br />course, qhe right conditions have to be light wind. no waves and even then we can only physically ski less <br />than a half a hour each), doesn't interfere with other rrnUor lake use, and this is improving the water quality <br />which the'fishennen are erUoYing as weil. Our slalom course has always beenlega1. There was a dispute of <br />the interpretation of the submergible course. This was resolved with the sheriff and he then issued a permit <br />for the coprse. <br /> <br />We feel he is discriminating against our skiing style. He states that he'd like to see that "SIMPLE water <br />skiers" ~ve equal access to the lake resource. Who is he to determine what simple water skiing is! So the <br />individuals who, are trying to improve on their skills should be banned from the lake'??? <br /> <br />We feel Vl(e have ample knowledge of this sport. We were members of a water organization for 17 years and <br />also were show directors for tive of those years. We took pride in teaching water skiing, the importance of <br />safety on fhe water and to express our passion for this sport. We would like to have our future generations <br />enjoying and learning this athletic/Olympic sport. <br /> <br />We've skied on this lake for at least ten years before buildinguur house here ten years ago. Betore we even <br />broke ground, we received a phone call from Wayne LeBlanc asking us "what: are your intentions for the <br />lake?" TIps was a complete shock coming from someone fhatjust lives on the lake and doesn't OWN it <br />After completing our house, he showed interest in our boats and our skiing ability. There were times when <br />Wayne an, his family went on boat rides with us, taught them some skiing skills and even taught Wayne how <br />to barefoot ski. He also adapted his boat with qualities of our ski boat: by adding a ski pylon and a ski <br />training bcpom <br /> <br />In his original letter that he gave to the Centerville and, Lino Lakes City Council Members, he accused us of <br />not having licensed our current boat. attached is a copy of ownership and registration from the day we <br />purchased it ' <br /> <br />'There has been no conclusive evidence showing that skiing has any adverse consequences toward the birds. <br />In fact, ScpttLanyon states in fiis'Jetter nine'dUTerent -reasons for-possible abandonment of the birds. We <br />know in the last several years that every explanation he has stated has occurred to this island This <br />recreatioqallake was-here before the-birds came to the island' and we'rewilling to share it <br /> <br />We believe the water quality last year was better than previous years due to cuttinglharvesting of the weeds. <br />In priorye8fS, we attempted to ctlt weeds alongthewho1e shoreline and spent several days doing this with <br />less favorable results. <br /> <br />One person's opinion should not change the fulure of Peltier's recreational lake. He is discriminating <br />against a p,mcular type ofwater skiing. There is a law against discrimination.
