<br />" <br /> <br />february 24, 2002 <br /> <br />To: Centerville and Lino Lakes City Council Members <br /> <br />On February 6, 2002, my wife and I became the newest property owners on the shore ofLak:e Peltier in <br />Centerville. We had been looking forward to being a part ofthe~oonnunity. The fact is that we are actually <br />contributing to improvement of the neighborhood. Some of you may be familiar with the property at 1567 <br />Peltier Lake Drive. With the help of some very close friends of ours (also Peltier Lake shore owners), and <br />the support of our neighbors, we are renovating a piece of lakeshore property that has been very unsightly for <br />the past eleven or twelve years. These people. along with us, are opposed to further lake restrictions. <br /> <br />The main thrust of this letter is to express our dismay at the proposal set forth by Wayne LeBlanc to place a <br />rwrober of restrictions on usage of Lake Peltier. My wife and I are rather upset by this proposal. We <br />purchased our properly with the knowledge that Lake Peltier would be a lake to utilize for the recreational <br />activities that we so much enjoy: pontoon boating, fishing. snowmobiling. lI.IUl wilUr-sIdlng. I have been <br />enjoying participating in many of those activities for at least eleven years on Lake Peltier. During these <br />eleven years I have come to know several of the lakeshore homeowners. For the most part, the lakeshore <br />community consists of amiable peop Ie who coexist peacefully. It seems unfortunate to me that one person is <br />leading an effort to impose restrictions on all users of the lake. It also appears to me that the initial efforts to <br />impose these restrictions were done clandestinely. I believe I have some valid questions when I ask. why <br />weren't lakeshore residents infOlTrled of the efforts underway, and why weren't all residents of Centervi1le <br />and Lino Lakes (since the majority of Lake Peltier is located within the boundaries of the city ofLino Lakes) <br />infolTned of those efforts? <br /> <br />I believe Wayne's main concern is protection of the wildlife (more specifically, herons and egrets) on the <br />island at the north end of the lake. As I have stated previously, I have been using Lake Peltier for recreation <br />tor about eleven years. In those years I have known the island is off limits because of the heron rookery. My <br />water-skiing activity does not appear to have affected these birds, as I see them every year, often on the docks <br />of lakeshore homeowners. Here are some of my questions on this matter: <br /> <br />" Why doesn't the noise and pollution from nearby Interstate 35-W appear to have affected the birds'? <br />. How is it that there are rookeries in the Minnesota National Wildlife Refuge near the Fort Snelling <br />area. and the birds appear to be quite content there? This is even despite the fact it is a(ljacent to the <br />Minneapolis/St Paul International Airport and is bridged by Interstate 494 (egrets and herons can be <br />seen as you drive by at 60 mphl), not to mention river traffic. <br /> <br />It is my belief that human beings and nawre can live in hannony. I believe that hannony has been achieved <br />on Lake Peltier, and see no reason for further restrictions on the lake. It is also my belief that human beings <br />should live together in ham1ony. As long as we are all law-abiding citizens, there is no reason tor one person <br />to create restrictions tor others based upon hislher opinions and beliefs. Tn this time of war against <br />tCITorism, isn't the idea of imposing one's beliefs upon others the basis for many terrorists' acts? <br /> <br />1 ask that no new ordinances be put into place regarding the usage of Lake Peltier.
