<br />~ <br /> <br />To Wayne LeBlanc and Members of the Lake Association Board. <br /> <br />I was very alarmed by the information that r received today, Sunday February 16th 2002. I am referring to a proposal Wayne leBlanc <br />presented to the City of Centerville regarding restrictions on Peltier Lake. I agree that ALL the lakehome owners should have a say in thQ <br />activity of Lake Peltier and I believed, up until now, that this is what the Lake Association Board was all about. I expected iftl1ere was any <br />sort of controversy that a meeting would be held and those lakehome owners that wanted / could attend would be present to hear what was <br />being said and voice an opinion.. I did not expect to bear that an individual, especially the President of the Lake Association, would propose a <br />restriction, without at leastletting the rest of the lakeowners know about it and have a voice. <br /> <br />My husband and I decided to buy a house on Lake Peltier in the Summer I Fall of94. We both wanted to live on a lake and liked the, <br />proximity of Lake Peltier as well as the fact that there were no restrictions. FriendS ofours live on a lake in the Twin Cities area, where they <br />are restricted to skiing only at certain times, speed limits, one direction around the lake, etc.. We e.xplicitly looked for lake homes without <br />restrictions. We were both excited when we found our bome and really enjoyed the view, the amount of property we were able to get, and the <br />fact that the East side will remain uninhabited as part of the Rice Creek Watershed area. We bought this home, intending it to be permanent, <br />knowing we would enjoy the view as well as the motorized activities on the Lake. Our plans were / are to encourage fiunilyactivities and <br />watch our children enjoy the sports on the lake, the beauty of the lake, and to be respectful and neighborly. <br /> <br />r am by no means in favor of putting a No- Wake zone on Lake Peltier. This lake is small to begin with and what you are proposing is taking <br />up resources and area that we currently use. We do not slalom ski behind the island, nor is it in our plan to do this. In fuct we hardly ever <br />choose to go behind the island and when we do. it is always at a no-wake speed. What you are proposing are changing the rules and taking <br />things away from us, that we have had access to in the past, the sides of the islands. I am angry, that as the President of the Lake . <br />Association, that you chose to make these proposaJs quietly. I will admit that neither my husband nor I take a huge active role in the Lake <br />Association, but when we do get flyers in the mail, one of us is usually able to attend the meetings and does so. Plus we have played a very <br />active role in cutting, contributing, and dragging weeds out ~fthe water to increase the quality of Lake Peltier. I am saddened that we <br />couldn't have heard about this in a more team-oriented / constructive way. <br /> <br />I do not know nor claim to be an expert on the Heron species, but I can say, that every summer we always have one hanging out on our boat <br />lift (check the holes in our canopy) and on our dock, as do our next door neighbors. We watch them hunt for fish by our dock quite often. <br />We live on the Northeast side of the lake, where the houses are not so clOse in proximity. Maybe this is one reason. that we still see them on <br />a daily basis and you do not. <br /> <br />I am also saddened that you chose to attack some individuals on the lake-and to speD it out in a letter. I would think the neighborly and a fur <br />better approach would be for the Lake Association to get together and discuss this in a professional and non-hostile way. The people that you <br />slander. are also the people who were kind enough to host the first Lake Association party. They are also our neighbors who have been very <br />kind and generous to my family at all times. The amount of time that I see them use the slalom course is not as large as you imply in your <br />memo. I will admit, that I do not go out and check to see if the course is sunken. nor do [ go to check the North side of the island. To me, it <br />appears that they are always cordial and polite about putting it down and taking it back up. I would much prefer to have the slalom course <br />(which we do not use), in front of my house than have the No-Wake zone proposall1! <br /> <br />I do understand and know that people have different thoughts and ideas on what the use of the Lake should be. I bave not seen a decrease in <br />the amount of Heron's hanging around our home, but once again, I am not an expert and do not know the species of these birds. However my <br />children. who are 5 and 2, knew what a Blue Heron was last summer and were no longer. amazed when they saw one, since they saw them so <br />frequently. <br /> <br />I also understand that not everyone will agree on everything and that an acceptable answer is that it is ok to disagree. I have also been taught <br />that people can work out their differences and find a solution. No one that lives on Lake Peltier or serves on the Lake Association Board <br />owns this lake, nor should they have the ability to dictate what happens on this lake without the majority oftbe lakehome owners knowing <br />about this or agreeing to it <br /> <br />I hope this issue can be resolved iu a professional and constructive way. (apologize fur the tone of my letter, but I still believe everyone on <br />the lake has the right to know what is being proposed, prior to the proposal and to voice their acceptance or disapproval ,of it <br /> <br />Sincerely, <br />Shelly Farmerie <br />
