City of Centerville
Council Meeting Minutes
April 11, 2007

VIII.NEW BUSINESS

1.Subcommittee Recommendation for Consultant Appointment Associated with the
Update of the City’s Comprehensive Plan.

Councilmember Lee reported that the Planning and Zoning Subcommittee interviewed
three organizations. He commented that two of the three were very comparable in price
and that one organization consisted of a two-person staff that is currently working with
approximately 15 other cities with the same timeline. He stated that the sub-committee
unanimously agreed to recommend DSU/Bonestroo as the consultant due to their current
involvement with the City as their engineering firm.

Councilmember Broussard stated that the Planning and Zoning Commission discussed
this at length and she was surprised at the associated costs for what she understood to be
an update rather than a complete rewrite of the Comp Plan. Councilmember Broussard
stated that it was difficult to justify the cost difference. She stated that a decision was
made to have an additional interview with Bonestroo allowing them reconsideration of
the project and the associated expenses. It was felt that this would bring
DSU/Bonestroo’s proposal more in line with the other proposals.

Councilmember Lee explained there should be enough meetings to make sure the
community has an opportunity to provide feedback. He stated the proposal amount was
discussed at length and due to DSU/Bonestroo’s knowledge of the community, he is
comfortable with the recommendation.

Councilmember Lakso questioned the publishing of the Request for Bids.

City Administrator Larson stated that firms were invited to participate rather than
publishing the requests.

Councilmember Broussard stated the Planning and Zoning Commission discussed the
changes to the comprehensive plan or a mix of commercial/industrial zoning, but overall
the current plan would not change drastically.

City Engineer Statz commented that everyone agreed on the scope and fees going
forward, would look at it as the kickoff meeting, and move forward from there. He stated
if an agreement were not reached, the next step would be planned.

City Administrator Larson explained that the DSU/Bonestroo consultant would come
back after that meeting with a revised proposal and scope of work for approval.

Mayor Capra stated that she desires staff to forward thank you letters to the subcommittee
members and firms that submitted proposals.
