City of Centerville <br />Council Meeting Minutes <br />May 23, 2007 <br />Mrs. Cathy Fruth, 7384 Old Mill Road, reported that when the sewer was stubbed in 12 <br />years ago, it was to redirect traffic off Old Mill Road in anticipation of selling and <br />developing the property. She stated that the sewer and water is available to them on the <br />front and the back of their property. She stressed that there is no benefit to them and it <br />would cost them from $65,000 to $100,000. <br /> <br />Councilmember Paar asked Mrs. Fruth if they ever had plans to sell their property. <br /> <br />Mrs. Fruth replied that they did have it sold in 1999 and were stopped by the City <br />because the sewer and water system was not large enough to support a development at <br />that time as Rehbein was finishing his development. She stated that they have just <br />reinvested $150,000 into their property with the intention of retiring on their property. <br />She indicated that they feel they are being forced out. <br /> <br />Councilmember Lakso asked Mrs. Fruth what her plans are for the mandatory sewer <br />hookup in 2012. <br /> <br />Mrs. Fruth replied that she did not know and is waiting to see what the City decides. She <br />stated that she could hook up to City sewer now from the corner of their property and did <br />not understand why they should pay for the road assessment in front of the property. <br /> <br />Councilmember Paar stated that they were not technically assessed before. <br /> <br />Mrs. Fruth stated that they are zoned rural residential, one home per ten acres. She <br />believes that she is being assessed for imaginary lots. <br /> <br />Councilmember Paar informed Mrs. Fruth that the Pavement Management Plan was <br />approved in 2003-2004 and her road was slated to be done in 2009. He stated that it <br />would be much cheaper to pay the assessment now rather than in 2009. <br /> <br />Mrs. Fruth questioned why it would go past her property on their side of the road. <br /> <br />Councilmember Paar replied that when the Pavement Management Plan is implemented, <br />the entire road would be done. <br /> <br />Mrs. Fruth inquired about plans to go as far as Lino Lakes. <br /> <br />Mayor Capra replied that it had nothing to do with Lino Lakes. <br /> <br />Mrs. Fruth questioned if they would be double taxed for both the front and back if she <br />chose to develop. <br /> <br />Mayor Capra explained that the developer would pay for the expansion of utilities. <br /> <br />Councilmember Paar explained that the plan was put into place before Mr. Hanzal moved <br />to his property.
