City of Centerville <br />Council Meeting Minutes <br />May 23, 2007 <br />III. PUBLIC HEARINGS <br /> <br /> <br />1.Proposed Improvements (Water Main, Sanitary Sewer, Street Pavement, Curb, <br />Storm Sewer and Related Drainage) of Old Mill Road – Hanzal Addition. <br /> <br />Mayor Capra opened the public hearing at 6:36 p.m. <br /> <br />City Administrator Larson stated that the proposed improvements are for a portion of Old <br />Mill Road north of Revior Street. He reported that notices were sent to all affected <br />property owners. He commented that the purpose of the meeting was to decide if the <br />project should proceed. He stated that Council previously authorized advertisement for <br />bids and the preparation of plans and specifications. <br /> <br />City Engineer Statz explained that the improvements would take Old Mill Road from a <br />paved rural road with no utilities to a street with improvements such as sewer and water, <br />curb and gutter, and the ability to handle storm water ponding. He stated that sewer and <br />water would be stubbed out for the proposed Hanzal Addition. He reported that the <br />project starts at the north line of the Acorn Creek Development and finishes at the City <br />limits. City Engineer Statz indicated that there are no plans to stub or interconnect with <br />Lino Lakes. He clarified that no sidewalk plans exist for the project. <br /> <br />City Administrator Larson reported that there are five affected property owners. He <br />explained that the three properties owners on the west side of the road signed special <br />assessment agreement waivers of hearing and appeal and the two ten acre properties on <br />the east side received an estimate of special assessment in the amount of $97,932 each. <br />He informed Council that this is not the time to decide what the special assessments <br />would be. <br /> <br />Mayor Capra invited members of the audience to speak at this time. <br /> <br />Mr. Patrick Fruth, 7384 Old Mill Road, reported that a sewer was stubbed onto his <br />property 12 years ago. He stated they would need to sell and move out of the City <br />because they could not afford a $100,000 assessment. He commented that they have <br />lived there for 30 years and would not benefit from this project. <br /> <br />Mayor Capra questioned where the stub is. <br /> <br />City Administrator Larson pointed out the stub location on the site plan and stated that <br />the property might not have been specially assessed. <br /> <br />Councilmember Lee commented that the road is currently a cul-de-sac. <br /> <br />Mayor Capra clarified that there was not a sewer assessment at that time. <br /> <br />Discussion ensued. <br /> <br />Page 2 of 8 <br />
