I understand this to be a printing business. The <br />permit requires site-plan review by P&Z and Council. <br /> <br />The first question to answer is whether this is a use allowed in the B-1 zoning district. At <br />first blush this looks like an industrial use. Certainly the building looks industrial. P&Z <br />should look at the permitted and conditional uses in the B-1 zone and determine if this <br />use is substantially similar to those listed as permitted or conditional uses. If you <br />determine that this use is similar to permitted uses, then proceed to addressing the <br />additional issues below. If you determine it should be treated as a conditional use, then a <br />public hearing will be needed before a permit can be granted. If you determine that it is <br />not a use that is allowed in B-1, the applicant should apply for rezoning or find an <br />alternative industrial site. <br /> <br />Other issues: <br /> <br />All required parking spaces must be installed and paved-not just shown as future parking. <br />Concrete curbing should extend around the entire perimeter of the parking and drive <br />areas. <br /> <br />A garbage enclosure should be provided with screening from the street and surrounding <br />areas. <br /> <br />The loading dock should probably be moved further north to get it as far as possible from <br />the adjoining residence. <br /> <br />Screening including a wall or fence should be provided along the west property line with <br />particular care to make sure that headlights of vehicles at loading docks do not shine on <br />adjoining dwellings. The recessed loading dock makes this a more likely concern. <br /> <br />Light fixtures should be ful1-cutoff design. A lighting photometric plan shall be provided. <br />Parking lot lighting might better be located on the outside perimeter of the lot on poles <br />
