He reminded Council that staff was tasked to <br />explore the possibility of refining potential improvements to the property to meet the <br />needs of a Public Works facility and to structure a transaction to gain ownership of the <br />property by June 30 to not have a taxable property for the following year. Mr. Larson <br />stated that staff concluded there were too many issues to be resolved and therefore, would <br />not be able to save on the taxes. He indicated that staff would like feedback from the <br />Council regarding future proceedings. He stated that it would take approximately two <br />additional weeks to resolve the issues. <br /> <br />Councilmember Lee stated that he desire additional options for a Public Works facility. <br />He commented that he would like to consider renovating the existing site. <br /> <br />Mayor Capra asked City Attorney Glaser to explain the difference between a contract for <br />deed versus an out right purchase. <br /> <br />City Attorney Glaser replied that a contract for deed uses other people’s money. He <br />stated that this saves some money. He explained that the requirements for a Contract for <br />Deed include a ten-day notice, a Council meeting to prepare the Contract for Deed, and <br />publishing the information. He mentioned that because of the project size, and if the <br />Contract for Deed is for over $700,000, there must be a notice to the public. <br /> <br />Mayor Capra stated that this has not been done in the past and questioned what the <br />benefit of a Contract for Deed would be. <br /> <br />City Administrator Larson replied that the Contract for Deed was attractive because the <br />title could be transferred to the City prior to completing the project. He stated that a <br />Contract for Deed is only one option. <br /> <br />Mayor Capra stated that she is in favor of pursuing the 2085 Cedar Street property and is <br />not in favor of renovating the current site. <br /> <br />Councilmember Lee stated that the current site is worth about $400,000 and, if sold, the <br />money could go to purchase the new property. <br /> <br />Page 5 of 11 <br />
