The land use categories <br />are the framework upon which the official controls, such as the zoning <br />ordinance and subdivision regulations, are based and provide implementation <br />for growth management strategies. The plan elements contain the regulatory <br />concepts for residential growth, commercial and industrial development and <br />environmental protection. <br />Growth management is dependent on a variety of land use strategies, including <br />planned utility improvements, contiguous development patterns, housing <br />alternatives, planned recreational facilities, continued viability of the <br />existing commercial areas and older neighborhoods, commercial and <br />industrial expansion and anticipated fiscal considerations. <br />Growth Assumptions/Land Availahility <br />Past and projected population and household growth for Centerville and the <br />surrounding area are shown in Tables #1 and #2. An average of 43 new <br />residential housing units was constructed in the City each year between 1986 <br />and 1995. The Metropolitan Council's 1994 Blueprint forecasted the same <br />rate of growth through the year 2020. The 1996 Blueprint forecasts were <br />reduced to an average annual growth rate of 30 households. This plan illustrates <br />a higher rate of growth, similar to the 1994 Blueprint forecasts. <br />It is estimated there are currently 705 acres of vacant land in Centerville. This includes <br />residential, commercial and industrial land inside and outside of the MUSA. Wetlands <br />and floodplain encumber approximately 211 acres of this total. Future development in <br />Centerville will be limited to less than 500 acres, before reaching saturation or optimum <br />development. <br />
