<br />Permit Application No. 07-083 <br /> <br />ARC Builders <br /> <br />is approximately 200 LF west of the intersection of 20th Ave. and the <br />driveway south of this site. The survey identified this FES to be <br />898.65. Therefore, a revised grading plan is required identifying the <br />existing FES southeast of the large onsite wetland. Additionally, the <br />inverts for the culvert proposed at the south end of the site below the <br />parking lot must be lowered to be no higher than 898.7 to maintain <br />drainage from the existing FES as well as overflow from the <br />wetland. <br /> <br />3. The submitted wetland delineation report identifies two Type 2 <br />wetlands onsite. The District Wetland Specialist has reviewed and <br />approved the delineated wetland boundaries. <br /> <br />This project proposes 1,831 SF of Type 2 wetland onsite which is <br />eligible for the WCA deminimis exemption of 2,500~ SF. The <br />WCA comment period has expired and all TEP comments have been <br />addressed. District staff recommends approval of the wetland <br />exemption based on evaluation of the application in light of <br />applicable WCA rules. <br /> <br />4. The RCWD regulatory 100-year flood elevation for this site is 904.0 <br />(ACD 47, 1998 RCWD Calibration Study). Floodplain fill is <br />proposed. The Applicant submitted a floodplain volume cut/fill <br />analysis for existing and proposed conditions, indicating that <br />sufficient compensatory storage is provided to satisfy the District's <br />1: 1 replacement criteria. However, grading for floodplain <br />compensatory storage extends into the existing drainage and utility <br />easement along the southern property boundary and it appears that <br />this would potentially remove the necessary cover on the existing <br />stormsewer pipe. Therefore, a revised grading plan is required <br />eliminating grading from within the existing drainage and utility <br />easement. Revised existing and proposed floodplain quantification <br />is required demonstrating compliance with District 1: 1 replacement <br />requirements as necessary per the required grading plan revisions. <br /> <br />The grading plan specifies a proposed lowest floor elevation of <br />907.0, which satisfies District freeboard requirements over the <br />regional 100-year flood elevation and the proposed infiltration basin <br />HWLs and EOFs. <br /> <br />5. An acceptable erosion and sediment control plan has been submitted <br />including silt fence downslope of disturbed areas, a rock <br />construction entrance, riprap at stormsewer outfalls, revegetation <br />specifications and an implementation schedule. <br /> <br />Board Action: <br /> <br />Emmons & Olivier Resources, Inc. <br /> <br />4 <br /> <br />8/23/07 <br />
