WCA Notice of Wetland Exemption/No-Loss Application, dated <br />August 3, 2007. <br /> <br />Findings: <br /> <br />1. The proposed project entails a 5,000:1:: SF daycare facility on 1.83:1:: <br />'acres. This site is tributary to Anoka County Ditch (ACD) 47. <br /> <br />2. Under existing conditions, runoff sheet flows to the onsite wetlands <br />prior to discharge to ACD 47. Since less than an acre of total <br />impervious is proposed, District rate control and water quality <br />treatment requirements may be waived if infiltration practices are <br />incorporated to the maximum extent possible. <br /> <br />The proposed stormwater management plan routes parking lot runoff <br />to a biofiltration basin at the eastern site boundary and roof runoff to <br />a small infiltration basin / water quality basin in the northwest site <br />corner. The submitted geotechnical soil borings indicate onsite soils <br />are not conducive to infiltration; therefore, biofiltration in lieu of <br />infiltration is acceptable. The water table is expected to be <br />approximately 895.5:1::, which provides the minimum of 3-foot <br />separation between the bottom of the basins and the water table. <br />However, the northwest basin is directly adjacent to the onsite <br />wetland and is set too low in the landscape to allow for an <br />underdrain. Therefore, this feature will exhibit more of a wet <br />meadow-wetland treatment area. Both basins are sized in <br />accordance with District infiltration requirements and satisfy District <br />requirements. <br /> <br />EOR surveyed the ACD 47 ditch system and surrounding tributaries <br />as part of the Lino Lakes Resource Management Plan effort. A 12- <br />inch stormsewer pipe was identified as part of this survey which <br />serves as the outlet for the pond located afproximately 1,000 feet <br />west of this site within the Center Oaks 2" Addition SFRD. This <br />storms ewer pipe is located within the existing 10-foot offset drainage <br />and utility easement along the southern site boundary and its outfall <br /> <br />Emmons & Olivier Resources, Inc. <br /> <br />3 <br /> <br />8/23/07 <br />
