<br />Predicted Nighttime Noise Level Discussion <br />Table 2 of the noise analysis (provided in Attachment 3) indicates that all modeled <br />residential receptor locations, except location R 7, would have nighttime traffic noise <br />levels above the Minnesota standard for modeled years 2012 and 2030. This standard is <br />based on sleep interference for people sleeping in bedrooms with partially open windows. <br />Residences in these areas should have year-round climate control and should be <br />constructed to achieve an outdoor-to-indoor noise level reduction of 30 dBA. <br /> <br />25.Nearby resources <br /> <br />Are any of the following resources on or in proximity to the site? <br /> <br />Archaeological, historical or architectural resources? ..JL Y es _No <br />Prime or unique farmlands or land within an agricultural preserve? ..JL Y es _No <br />Designated parks, recreation areas or trails? lYes _No <br />Scenic views and vistas? _Yes ..JLNo <br />Other unique resources? _Yes ..JLNo <br /> <br />If yes, describe the resource and identify any project-related impacts on the <br />resource. Historical. or Architectural resources <br />The Minnesota Historical Society State Historic Preservation Office (SHPO) was <br />contacted regarding the presence of documented cultural resource sites within the project <br />area. According to the response received (see Attachment 4) numerous sites were <br />identified and many appear to be located within the downtown redevelopment area. The <br />City is in the process of obtaining information related to a cultural resources survey that <br />was completed in the area for the proposed Anoka County CSAH 14 Reconstruction <br />Project. <br /> <br />b) Prime or Uniaue Farmlands <br />According to Anoka County soils information, two soils in the project area are identified <br />as prime farmland: Hayden fine sandy loam, 2-6% slopes and Nessel fine sandy loam, 1- <br />4% slopes. Two other soils are classified as prime farmland if drained: Dundas loam and <br />Webster loam. In addition, one soil is classified as farmland of statewide importance: <br />Hayden fine sandy loam, 6-12% slopes, eroded. Figure 8 shows the locations ofthe soils. <br />Although a number of the soils in the project area are identified as important to farming, <br />land within the project corridor is not used agriculturally. Most was developed long ago <br />as residential or commercial property. <br /> <br />c) Desismated Parks. Recreation Areas. or Trails <br />There are no designated parks or recreation areas within the project area. However, <br />Centerville Lake is adjacent to the project area and offers numerous recreational <br />opportunities including boating, fishing, and swimming. A number of City parks are <br />located within the vicinity of the project area and offer open spaces for recreation and <br />picnicking. The largest of these, Laurie LaMotte Park, is located just to the south of the <br /> <br />22 <br />
