<br />project area and offers primary facilities for organized recreation activities, including a <br />hockey rink, a skating rink, soccer fields, softball diamonds, and park buildings. <br />Additionally, Rice Creek Chain of Lakes Park Reserve is also within the vicinity of the <br />project area. The Central Anoka County Regional Trail is planned to be located adjacent <br />to CSAH 14 through the project area. Another designated trail, Rice Creek Chain of <br />Lakes - Bald Eagle Regional Trail will run along Centerville Road and connect to the <br />Central Anoka Trail. <br /> <br />Park and trail users may experience minor impacts of odors, noise and dust during <br />construction of the project. These impacts would be short term and are not expected to <br />be significant. Measures discussed elsewhere (such as in Items 16 and 24) will minimize <br />impacts. <br /> <br />d) Scenic Views and Vistas <br />There are no views or vistas officially designated as scenic in the project area. However, <br />views of and from Centerville Lake can be considered scenic. Several townhome units <br />are proposed in the northwest part of the project area on the shore of Centerville Lake <br />where no structures are located currently, thus there will be a change in the views from <br />and of the lake in this area. Overall, significantly adverse impacts to views are not <br />expected because the proposed project is a redevelopment of an existing developed area. <br />See item 26 for additional discussion regarding visual impacts. <br /> <br />e) Other UniQue Resources <br />Every summer Centerville celebrates the Festival of Lakes (Fete de Lacs) which includes <br />a parade, fireworks, food, and entertainment. The parade proceeds through the <br />downtown area and the festival itself is held in a park to the southwest of the <br />redevelopment area. The parade route may need to be altered due to the redevelopment <br />project but other impacts are not expected. <br /> <br />26.Visual impacts <br /> <br />Will the project create adverse visual impacts during construction or operation? <br />Such as glare from intense lights, lights visible in wilderness areas and large visible <br />plumes from cooling towers or exhaust stacks? l Yes _No If yes, explain. <br /> <br />While the project will cause none of the impacts listed above, it will result in a visual <br />change to the shoreline of Centerville Lake where townhome units are proposed to be <br />constructed. Overall building heights will increase compared to current conditions, but <br />heights will be similar to the buildings that currently are located within the study area. <br />Additional lighting as well as different types of lighting then presently used will result <br />from the addition of commercial spaces and residential units. Trees may need to be <br />removed for construction of commercial and residential spaces. Tree replacement is <br />planned, but will not necessarily be completed in the exact location of tree removal. <br />Instead, trees will be planted along boulevards and in locations that enhance overall <br />aesthetics. <br /> <br />23 <br />
