project area and offers primary facilities for organized recreation activities, including a hockey rink, a skating rink, soccer fields, softball diamonds, and park buildings. Additionally, Rice Creek Chain of Lakes Park Reserve is also within the vicinity of the project area. The Central Anoka County Regional Trail is planned to be located adjacent to CSAH 14 through the project area. Another designated trail, Rice Creek Chain of Lakes - Bald Eagle Regional Trail will run along Centerville Road and connect to the Central Anoka Trail. Park and trail users may experience minor impacts of odors, noise and dust during construction of the project. These impacts would be short term and are not expected to be significant. Measures discussed elsewhere (such as in Items 16 and 24) will minimize impacts. d) Scenic Views and Vistas There are no views or vistas officially designated as scenic in the project area. However, views of and from Centerville Lake can be considered scenic. Several townhome units are proposed in the northwest part of the project area on the shore of Centerville Lake where no structures are located currently, thus there will be a change in the views from and of the lake in this area. Overall, significantly adverse impacts to views are not expected because the proposed project is a redevelopment of an existing developed area. See item 26 for additional discussion regarding visual impacts. e) Other UniQue Resources Every summer Centerville celebrates the Festival of Lakes (Fete de Lacs) which includes a parade, fireworks, food, and entertainment. The parade proceeds through the downtown area and the festival itself is held in a park to the southwest of the redevelopment area. The parade route may need to be altered due to the redevelopment project but other impacts are not expected. 26.Visual impacts Will the project create adverse visual impacts during construction or operation? Such as glare from intense lights, lights visible in wilderness areas and large visible plumes from cooling towers or exhaust stacks? l Yes _No If yes, explain. While the project will cause none of the impacts listed above, it will result in a visual change to the shoreline of Centerville Lake where townhome units are proposed to be constructed. Overall building heights will increase compared to current conditions, but heights will be similar to the buildings that currently are located within the study area. Additional lighting as well as different types of lighting then presently used will result from the addition of commercial spaces and residential units. Trees may need to be removed for construction of commercial and residential spaces. Tree replacement is planned, but will not necessarily be completed in the exact location of tree removal. Instead, trees will be planted along boulevards and in locations that enhance overall aesthetics. 23
