<br />In June and July of 2007, Bonestroo, along with City Staff, did a thorough inspeaion of all streets identified <br />for the study and their existing conditions. Since ratings based on the PASER (PAvement Surface Evaluation <br />and Rating) System were established in 2003, this inspeaion focused on updating those findings and <br />identifying new deficiencies of individual streets and utility needs. Based on these observations, the <br />proposed streets were categorized based on the recommended levels of repairs needed. <br /> <br />PROPOSED IMPROVEMENTS <br /> <br />The improvements were proposed based on the existing conditions observed in the walking inspeaion. The <br />improvements can be divided into five primary categories: <br /> <br />A. WATER SYSTEM IMPROVEMENTS: <br /> <br />The area shown as "Section 1" in Figure 1 includes the extension of water main to the end of Mound Trail. <br />This work would be confined to the north boulevard and should not affea the roadway. Services would be <br />direaionally drilled under the roadway to avoid pavement impaas. No road improvements are proposed for <br />this area. <br /> <br />The homes in this area are not hooked to City water. Water main was extended past some of the homes in <br />2005, but the residents were not forced to hook to the new main, nor were services from the new main <br />extended to the property line. It is the recommendation of this report to install service lines with a curb <br />stop at the property line for all homes which are not yet connected to City water. This would include homes <br />in the area where water main was previously extended as well as homes in the area where new water main <br />is proposed. Services will be installed via directional drilling technology to avoid impacts to the roadway. <br /> <br />Category A improvements are divided into two types as listed below: <br /> <br />A-l - Extension of new water main and services with no associated road work. <br />A-2 - Water main already exists, but new services are proposed, with no associated road work. <br /> <br />B. FULL RECONSTRUCTION: <br /> <br />Several areas throughout town do not currently have City water main, but do have fully developed streets <br />with City Sewer. The addition of water main to these areas will necessitate the full reconstruction of the <br />streets due to the urban topography, the width of the existing right-of-way and the condition of the existing <br />streets. Where curb exists, this will mean full removal and replacement of the curb and gutter along with <br />the street section. Other areas do not have curb and gutter. Some of those streets will be reconstructed to <br />an urban section (curb and gutter); others may be leh as a rural section. <br /> <br />Many options were considered when evaluating the proposed improvements for these sections. Saving the <br />existing curb was contemplated but proved to be impractical and not cost effective due to the number of <br />service crossings and the winding nature of the roadway. For the same reasons, saving portions of the <br />pavement also proved to be counterproductive. <br /> <br />Because these improvements will remove and replace curb and gutter and will extend water services to the <br />property line, a significant amount of front-yard disturbance will be involved.
