All such terms, conditions and requirements shall be set forth in <br />exhibits attached to and made a part of this Franchise. <br /> <br />7.1.4 If the City and/or the Commission and the Grantee agree upon the provision of <br />specilic Institutional Network facilities, equipment and capacity, the Grantee shaJJ <br />make available to the City and the Commission [or review a detailed design map <br />of the proposed Institutional Network construction plan, including the following <br />elements, to the extent applicable: (i) proposed coaxial cable route; (ii) proposed <br />fibcr route; (iii) location of splitters, hubs and Nodcs serving the Institutional <br />Network; (iv) the name and location of facilities being served by such splitters, <br />hubs and Nodes; and (v) the number of ampliJiers in each cascade within the <br />Institutional Network and the numbcr of active and passive devices connected to <br />the Institutional Network. These maps shall be updated annually and provided to <br />the City and the Commission on an annual basis on a date set by the City or the <br />Commission. <br /> <br />7.2 Interconnection. <br /> <br />7.2.1 The Grantec shall, at the City's or the Commission's request, interconnect its <br />System to other commonly owned, adjacent Systems located in the <br />Minneapolis/St. Paul metropolitan area. Interconnection shall be completed <br />within a reasonable timeli.ame mlllually agreed upon by the City/Commission and <br />the Grantee, unless an extension is granted upon petition by the Grantee. The <br />Grantee shall be responsible for routing all signals carried over the <br />interconnection links described in this paragraph, including signals that are <br />originated by or intended ior the Commission, the City, or I-Net users. The <br />Grantee shall not be responsible 11.)[ end-user equipment, inclu~;jvc of cards <br />necessary for the transport and reception of signals, located at the hub(s) and/or <br />the location of any user. <br /> <br />7.2.2 The Grantee shall, at the City's or the Commission's request, interconnect its <br />System to adjacent Cable Systems in the Minneapolis/St. PaulmeLropolitan area <br />that are not commonly owned or controlled by the Grantee or its Affiliates. <br />Except as otherwise provided herein, interconnection shall be completed within a <br />reasonable time1i-ame mutually agreed upon by the City and the Grantee, unless <br />an extension is granted upon petition by the Grantee. The cost of establishing an <br />interconnection link to the border ofthe adjacent jurisdiction shall be borne by the <br />Grantee. As to the actual costs of physical interconnection at the border, the <br />Grantee shall bear no more than fifty percent (50%) of such costs, unless the <br />patties agree otherwise. The Grantee will obtain relief from this interconnection <br />requirement where: (i) it shows to the satisfaction of the City or the Commission <br />that interconncction is technically infeasible to perform; and Oi) it proposes a <br /> <br />39 <br /> <br />11 <br />
