City of Centerville <br />Council Meeting Minutes <br />August 22, 2007 <br />Motion by Mayor Capra, seconded by Council Member Broussard, to approve the <br />Final Report and Reconciliation of the 2007 Parade Budget as presented. All in <br />favor. Motion carried unanimously. <br /> <br />VIII. NEW BUSINESS <br /> <br /> <br />1.Resident Request for Reimbursement of Tree and Brush Removal <br /> <br />Mayor Capra stated that several residents requested she add this to the agenda. She <br />explained that before answers were received from Anoka County, some residents had trees <br />and brush removed at their own expense. She recommended that the City not reimburse <br />these residents. <br /> <br />Councilmember Lee commented that the City found a solution quickly and the residents <br />should have been more patient. <br /> <br />Discussion ensued <br /> <br />Motion by Council Member Lakso, seconded by Council Member Lee, to deny the <br />request for Reimbursement of Expenses Incurred by Residents for Tree and Brush <br />Removal. All in favor. Motion carried unanimously. <br /> <br /> <br />2.Proposed Water Supply Emergencies Ordinance Amendment <br /> <br />City Administrator Larson summarized that the City would eventually need a water <br />emergency plan which would establish procedures to impose water use reduction <br />measures. He stated that this ordinance sets in motion what Council previously approved <br />relative to water use and reduction measures. <br /> <br />Discussion ensued. <br /> <br />Motion by Council Member Lakso, seconded by Council Member Paar, to approve <br />Ordinance #19, Second Series, an Ordinance Amending Chapter 51 of the Centerville <br />City Code by Amending Section 51.09 Relating to Municipal Water Service. All in <br />favor. Motion carried unanimously. <br /> <br /> <br />3.Wellhead Protection Plan <br /> <br />a.Set Public Hearing <br /> <br />b.Start Public Notification Period <br /> <br />City Administrator Larson directed Council members to the Wellhead Protection Plan <br />(WHP). He suggested that Council schedule a public hearing for November 14, 2007 and <br />direct that the WHP draft be forwarded to concerned local and state agencies. He <br />explained that after the public hearing and input from the public agencies, the City would <br />be required to adopt a final WHP. He stated that staff expects the process would be <br />completed by the end of 2007. <br />Page 4 of 8 <br />
