City of Centerville <br />Council Meeting Minutes <br />September 26, 2007 <br />Councilmember Broussard referred to Item 4 and recommended the City Attorney make <br />sure that, relative to waivers of subrogation, what is asked for could to put on the League <br />of Minnesota City’s policy. <br /> <br />City Administrator Glaser stated that he would check on this. <br /> <br />Mayor Capra commented that looking for mutual aide from much farther away is a better <br />idea as more than one city within the county could be affected. <br /> <br />2. North Metro Telecommunications Commission Model Additional Franchise <br />Template <br /> <br />a. Resolution #07-034 Model Franchise Ordinance Utilized by Competitive <br />Cable Franchise Applicants <br /> <br />City Administrator Larson reported that communities are trying to respond positively and <br />one allegation from cable companies is that cities impede their ability to provide services. <br />He stated that all communities would be approving the template and would expect that all <br />franchisees abide by the same ordinance. <br /> <br />Councilmember Lakso provided additional information and stated the benefits of <br />approving this resolution. <br /> <br />Discussion ensued. <br /> <br />Motion by Council Member Lee, seconded by Council Member Paar, to approve <br />Resolution #07-034, Regarding the Approval of a Model Franchise Ordinance that <br />can be Utilized by Competitive Cable Franchise Applicants and the reaffirmation of <br />the North Metro Telecommunications Commission’s Authority to Receive and <br />Review Additional Cable Franchise Applications on Behalf of the City of Centerville <br />. <br />All in favor. Motion carried unanimously. <br /> <br />3. Offering $2,600,000 General Obligation Improvement Bonds for Fairview Street, <br />CSAH 14, and Old Mill Road <br /> <br />a. Resolution #07-035 Authorizing the Issuance, Establishing the Terms <br />Providing for the Sale of $2,600,000 General Obligation Improvement <br />Bonds of 2007A <br /> <br />Mr. John Meyer, Finance Director, explained the process of general obligation bonds for <br />Fairview Street, CSAH 14, and Old Mill Road. <br /> <br />Discussion ensued. <br /> <br />Councilmember Broussard stated that even though she is voting for this, it goes against <br />what she originally voted for except for Old Mill Road. <br />Page 5 of 7 <br />
