<br />Section 2: Description of Current Biking and Walking Conditions in the Project Area <br />and Demonstration of Need (Maximum three pages) . <br /> <br />Please answer the following questions to provide evaluators with a detailed understanding of <br />the location. <br /> <br />a) Provide a brief history of the neighborhood traffic issues that provides some context <br />and background for the project. <br /> <br />The Centerville Centennial Elementary School is located just north of Anoka County <br />State Aid Highway 14 (CSAH 14). CSAH 14 is a very busy road (8,500+ Vehicles Per <br />Day) and the majority of the elementary students in Centerville must cross this road to <br />get to the school. The crossing of this road is only controlled at Centerville Road with <br />a four way stop sign. The growth that is occurring in Centerville is south of CSAH 14 <br />which will just add to the potential for accidents involving students. <br /> <br />b) What are the current risks and obstacles to walking and bicycling to and from the <br />school? <br /> <br />The primary risk and obstacle to walking and bicycling to Centerville Centennial <br />Elementary School is the safe crossing of CSAH 14. CSAH 14 serves as a connection <br />between 135E and 135W in east central Anoka County. This route is heavily traveled <br />by commuters. Unfortunately, these commuting patterns coincide with students <br />attempting to cross to the Elementary School. A 25 mile per hour school zone flasher <br />is in place but parents and school officials have discouraged students from walking or <br />biking to school because of the hazards that exist. <br /> <br />c) Identify documented safety hazards within the proposed project boundaries, using <br />quantitative data, such as accident data (most current 5 years available), traffic counts, <br />bike and pedestrian counts, demographics, community and school surveys or audits, <br />speed limits. <br /> <br />POOjECT AREA OA TA - MAlN STREET AND DUPRE ROAD <br />CENTENNIAL.
