<br />d) How and by whom have unsafe routes been identified (e.g., councilor board <br />resolution, agency's plan, etc.)? <br /> <br />This unsafe route was jointly identified by the school district, the city and the <br />Centennial Lakes Police Department. <br /> <br />e) Given that unsafe routes may exist in numerous locations in your jurisdiction, explain <br />why the selected routes have been targeted for improvements. Describe the <br />magnitude of the risks facing children who walk or bicycle to schools. <br /> <br />Centerville is fortunate to have the majority of the city served by bike/walking trails. <br />These trails were constructed as part of new subdivisions developed in the past 10 <br />years. Two primary unsafe routes exist in Centerville. One route is the crossing of <br />CSAH 14 at Dupre Road and the second is at CSAH 14 and Brian Drive. The Dupre <br />Road crossing was selected for funding solicitation because it is presently the crossing <br />where there is the greatest risk of injury; the location where it is the most difficult to <br />spot a crossing pedestrian; where the youngest population cross; where greatest <br />number of pedestrian crossings occur; and, as the city continues to grow, where the <br />new young pedestrians would cross. The magnitude to the risks at this location by <br />children who walk or bicycle to Centennial Elementary School Centerville is a <br />consequence of the change in the speed limit from 30 to 45 mph, visibility, the number <br />of children that cross at this location and the volume of traffic that passes this crossing. <br />In addition, Anoka County is proposing to reconstruct CSAH 14 in 2007, adding a <br />wider road section and creating a more hazardous situation than currently exists. The <br />county project does provide the opportunity to complete the underpass prior to the <br />road reconstruction. <br /> <br />f) Are the existing and proposed facilities compliant with the American's with Disabilities <br />Act? <br /> <br />Existing and proposed are and will be compliant with the American's with Disabilities <br />Act. <br /> <br />g) Describe any existing programs at the affected school(s) that educate students or <br />otherwise encourage walking or bicycling to school. <br /> <br />No program exists because of current safety concerns. However with the addition of <br />an underpass, the school will consider an educational program to encourage walking <br />and bicycling to school. <br /> <br />h) List or describe any related policies, practices, or documents, such as a school route <br />plan, that demonstrate an overall strategic plan for traffic safety improvements <br />specifically targeted for the school site or school district. <br /> <br />The school discourages walking/bicycling to school and, because of safety concerns, <br />the district's policy identifies walk areas north of CSAH 14 only. <br /> <br />i) If worksheet item "Requirement (distance from home to school) to be eligible to ride a <br />bus" was checked as "varies", please provide more detail. <br /> <br />Minnesota Safe Routes to School <br />2008 Grant Application <br /> <br />8 <br /> <br />-17- <br />
