<br />City of CenterviIle <br />Council Meeting Minutes <br />F October 24, 2007 <br /> <br />Mayor Capra commented that additional information would be required before a decision <br />could be made. She questioned Council if it desired to consider a program for Senior <br />Citizens on fixed incomes and deferring the payment of an assessment until a house was <br />sold. She indicated that the financial burden this would cause other residents would need <br />investigation. <br /> <br />City Administrator Larson pointed out the financial incentive may encourage people to <br />hook up sooner rather than later. <br /> <br />No consensus reached on changing the requirement for residents to hook up to the system <br />within one year of services being available. <br /> <br />City Attorney Glaser reported that in 2012, residents would be required to hook up to city <br />water service, in any event. <br /> <br />B. Proiect Phasing: <br /> <br />City Engineer Statz requested Council's thoughts on whether everything could be <br />accomplished in 2009 and if not, the residents on 73rd Street would like their <br />improvements pushed back due to the anticipated local traffic attempting to avoid Main <br />Street during that reconstruction project. <br /> <br />Finance Director Meyer provided information on a worse case scenario of estimated <br />future tax rates. <br /> <br />Discussion ensued. <br /> <br />Consensus was reached to complete everything in 2009. <br /> <br />C. Rain Gardens <br /> <br />City Engineer Statz provided information on rain garden options. <br /> <br />Discussion ensued. <br /> <br />Consensus reached that, by virtue of the Rice Creek Watershed District, the City is <br />responsible for maintenance of rain gardens and therefore, the rain gardens should be <br />established within City easements. Council agreed that if a resident wished to maintain a <br />rain garden, the City would education them on how to do this. <br />D. Mill Road <br /> <br />Discussion ensued. <br /> <br />Consensus was reached to downwade to Type D or E/A-1 Improvements for the road <br />section between CSAH 14 and Prairie Drive for residents currently on City water and to <br />leave Mill Road as a rural section. <br /> <br />Page 3 of5 <br /> <br />II <br />
