RCWD also <br />requires separation from the groundwater table to the bottom of the infiltration feature. The most <br />restrictive requirement will be followed. <br /> <br />ITEM 18. WATER QUALITY: WASTEWATERS <br /> <br />AGENCIES/INDIVIDUALS COMMENnNG: MET COUNCil <br /> <br />1. Comment Summary: The EAW indicates an average projected wastewater flow of 120,000 gallons per <br />day. Metropolitan Disposal System facilities serving the redevelopment site have adequate capacity for <br />the proposed flow. <br /> <br />Response: Comment acknowledged. <br /> <br />ITEM 21. TRAFFIC <br /> <br />AGENCIES/INDIVIDUALS COMMENTING: ANOKA COUNTY HIGHWAY DEPARTMENT, MET COUNCil <br /> <br />1. Comment Summary: CSAH 14 is one of the few continuous east-west routes in Anoka County. <br />Within the proposed project area it is classified as an "A" Minor Arterial. It is expected to carry a <br />significant amount of traffic as Centerville and adjacent communities such as Lino Lakes, Blaine and <br />Hugo continue to develop because it connects to other major freeway facilities and other principal <br />arterials. Because CSAH 14 is an "A" Minor Arterial roadway, safety and mobility are of primary <br />concern to the county. <br /> <br />Response: Comment acknowledged. <br /> <br />2. Comment Summary: CSAH 21 is a "B" Minor Arterial. It is a north-south route that connects the Cities <br />of Centerville and Lino Lakes with Ramsey County. Traffic volumes on this roadway are lower than <br />those on CSAH 14; however, this roadway provides an important connection for those accessing CSAH <br />14 and the regional freeway system. <br /> <br />Response: Comment acknowledged. <br /> <br />3. Comment Summary: In regard to trip generation for the proposed development, additional information <br />is needed to identify the land use type used to generate trips for the proposed retail square footage. <br /> <br />Response: The traffic analysis used the ITE category 814, Specialty Retail Center, for trip generation of <br />the retail components. Trip generation is provided for an average day and the p.m. peak hour, but not <br />the a.m. peak hour. A trip generation rate of 1.0 per 1,000 square feet was used for the a.m. peak <br />hour. This corresponds closely to the trip generation of ITE category 820, Shopping Center (1.03 per <br />1,000 square feet). <br /> <br />4. Comment Summary: In regard to trip generation for the proposed development, there appears to be a <br />miscalculation for the apartment land use for daily trip estimates. Daily trips should be 1,720 instead of <br />1,560. <br /> <br />Response: The EAW did have an incorrect number for daily trips and it should have been 1,720 as <br />pointed out. However, this does not change any of the results or conclusions of the study.
