<br />14. Comment Summary: (Anoka County via SRF) A yearly growth rate of 2.4 percent was used to account <br />for background growth in the area. It was documented that this percentage corresponds to the most <br />recent County State Aid factor used by MnDOl This amount of background growth seems reasonable <br />based on the CSAH 14 forecasts developed by SRF for the 2030 regional access alternatives in the <br />CSAH 14 (I-35W to 1-35E) Study. <br /> <br />Response: Comment acknowledged. <br /> <br />15. Comment Summary: (Anoka County via SRF) For 2030 conditions, the roadway upgrades identified for <br />2012 conditions are assumed as a baseline. However, the improvements were recommended to be <br />modified to improve safety. Based on our analysis, the suggested modifications to the roadway <br />geometry will not change the overall intersections operations, and it may provide some additional <br />safety for the intersections and flexibility in providing future left-turn phasing. In regards to the <br />southbound right-turn lane at Progress Road/CSAH14, this improvement does not significantly improve <br />operations or safety, based on our review. If the right-of-way is available to construct a right-turn lane <br />on this approach, it would provide some delay reduction to that individual movement. <br /> <br />Response: Comment acknowledged. <br /> <br />ITEM 25. NEARBY RESOURCES <br />AGENCIES/INDIVIDUALS COMMENnNG: MET COUNCIL <br /> <br />1. Comment Summary: The EAW identifies two planned regional trails that will be located in or near the <br />project area - the Central Anoka County Regional Trail and the Rice Creek Chain of Lakes Bald Eagle <br />Regional Trail. The Central Anoka County Regional Trail will be located on the south side of CSAH <br />14/Main Street and will be built in conjunction with the pending road reconstruction project. The EAW <br />states that the Rice Creek Chain of Lakes Bald Eagle Trail will run along Centerville Road to connect to <br />the Central Anoka County Regional Trail. However, the planned regional trail is proposed to follow <br />Goiffin Road instead of Centerville Road. This proposed alignment will route the trail near the project <br />area, not through the Center of the redevelopment. <br /> <br />Response: Comment acknowledged. Thank you for the correction. <br /> <br />ITEM 27. PERMITS AND APPROVALS REQUIRED [SIC] [COMPATIBILITY WITH PLANS] <br /> <br />AGENCIES/INDIVIDUALS COMMENTING: MET COUNCIL <br /> <br />1. Comment Summary: The EAW correctly indicates the proposed redevelopment is consistent with the <br />City's comprehensive plan and downtown master plan and states the purpose of the project is to <br />revitalize a struggling downtown business district and to add new and affordable housing stock to the <br />City. This appears consistent with the Council's Housing policy. The proposed addition of 374 housing <br />units over the next five years will afford the community an opportunity to achieve its Livable <br />Community negotiated housing goals through 2010.
