<br />Criteria A: Type, Extent, and Reversibility of Environmental Effects <br />FINDING <br /> <br />1. Site and Project Description. The proposed project consists of the redevelopment of Centerville's <br />existing downtown area. New buildings will be a mix of retail or commercial and multifamily housing. <br />Retail and commercial space will be available on the first floor of buildings along Main Street and <br />Centerville Road with condo style homes above. Surrounding blocks will be filled with townhomes. <br /> <br />The redevelopment of Centerville's existing downtown area to multi family housing (374 units) and <br />commercial retail and office space (63,000 square feet) is proposed to occur over a period of <br />approximately five years as land becomes available for the developer. <br /> <br />All existing buildings in the development area will be razed to accommodate the development as the <br />properties become available for purchase by the developer. Street and utility reconstruction will occur <br />in advance of or in conjunction with these phases to accommodate the new buildings. Since the <br />proposed use of the development area is similar in nature to the existing use, grading operations will <br />be limited and should not substantially change drainage patterns or impact natural resources in the <br />area. <br /> <br />The existing City utilities in the area will be modified to accommodate the increased density and more <br />intense use of water. Storm drainage features will be added to treat and regulate runoff quality and <br />quantity, respectively. Again, since the new use will not vary substantially from the existing use, there <br />will not be a significant increase in storm water runoff, but we will have the opportunity to provide <br />quality and quantity regulation where none existed before. <br /> <br />Proiect Purpose/Need <br />The purpose of the project is to revitalize a struggling downtown business district and to add new and <br />affordable housing stock to the City. The City would also like to encourage a pedestrian friendly <br />downtown that invites people to patronize local businesses on foot or by bicycle. <br /> <br />Future Stages of Proiect <br />Future stages of the project are not planned. <br /> <br />Subsequent Phases of Proiect <br />There have been no previous phases of the project. <br /> <br />2. Project Magnitude. The project area encompasses 37.41 acres and includes approximately 0.38 acres <br />of wetland, 1.32 acres of tree cover, 22.87 lawn/landscaped areas, and 12.84 acres of impervious <br />surfaces. Current redevelopment plans indicate a stormwater treatment pond is proposed in the <br />location of the wetland. Mitigation would likely be required for this impact. Some of the existing trees <br />may be removed with redevelopment of the area. Landscaping associated with the redevelopment will <br />increase the tree cover by 1.21 acres. Lawn/landscaped areas (primarily associated with existing single <br />family homes) will decrease by 13.07 acres. Impervious surfaces will increase by 11.83 acres. <br /> <br />The proposed redevelopment will include 374 multi-family residential units, 31,500 square feet of <br />office space and 31,500 square feet of retail space.
