<br />Per City Code Section 154.170, required parking for the proposed redevelopment consists of 748 <br />spaces for the residential portion of the redevelopment (2 spaces/unit per City minimum requirements) <br />and 378 spaces for the retail portion of the redevelopment (6 spaces per 1,000 sq ft). The 50 school <br />parking spaces will also be replaced. It is likely that 350-400 of the residential parking spaces will be <br />constructed underground in lower level parking below buildings. <br /> <br />Based on the parking requirements, a total of 1,176 spaces would be constructed, which adds 1,076 <br />new spaces over existing conditions. It should be noted that in the M-l Mixed Use zoning district, <br />within which the project site is located, City Code allows the City Council to modify the minimum <br />parking requirements as part of the site plan approval process. <br /> <br />Traffic <br />The proposed redevelopment project will increase the traffic volumes on roadways within the City. <br />A traffic impact analysis of the proposed redevelopment scenario has been conducted in order to <br />identify whether roadway and/or other transportation improvements will need to be undertaken. <br />The analysis attempts to identify the traffic related impacts of the redevelopment project. Identified <br />impacts are then evaluated to determine what mitigation efforts need to be enacted so that <br />transportation service can be provided at an acceptable level. <br /> <br />The roadways and intersections analyzed in the study were determined in conjunction with City of <br />Centerville staff. The following intersections were examined as a part of this review: <br /> <br />· Main Street & 20th Avenue <br /> <br />· Main Street & Dupre Road <br /> <br />· Main Street & Progress Road <br /> <br />· Main Street & Centerville Road <br /> <br />· Centerville Road & Sorel Street <br /> <br />· Centerville Road & Heritage Street <br /> <br />These intersections were analyzed for traffic volumes and approach geometry, both existing and <br />proposed. <br /> <br />The traffic analysis concluded that the proposed development will add vehicular trips to the roadway. <br />It is currently planned to upgrade the Main Street corridor beginning in September 2007 and <br />completing in July 2009. The system was analyzed for the year 2012, which accounted for both <br />completion of the proposed development, and the improvements to the Main Street corridor. Based on <br />that analysis, it was determined that the improvements being made to the Main Street corridor will <br />adequately accommodate the expected increase in traffic volumes due to the proposed development <br />for 2012 volumes. <br /> <br />The roadway network was analyzed again to reflect 20 years of growth in the area to year 2030. <br />The traffic volumes were increased by the current county state-aid growth factor, as presented by <br />MnDOT. The analysis determined that the planned improvements to the Main Street corridor will <br />provide overall satisfactory LOS results.
