<br />Predicted Nighttime Noise Level Discussion <br />Table 2 of the noise analysis (provided in Attachment 3 of the EAW) indicates that all modeled <br />residential receptor locations, except location R7, would have nighttime traffic noise levels above the <br />Minnesota standard for modeled years 2012 and 2030. This standard is based on sleep interference for <br />people sleeping in bedrooms with partially open windows. Residences in these areas should have year- <br />round climate control and should be constructed to achieve an outdoor-to-indoor noise level reduction <br />of 30 dBA. <br /> <br />19. Nearby Resources. <br /> <br />a) Archaeological. Historical. or Architectural Resources <br />The Minnesota Historical Society State Historic Preservation Office (SHPO) was contacted regarding <br />the presence of documented cultural resource sites within the project area. According to the <br />response received (provided in Attachment 4 of the EAW) numerous sites were identified and <br />many appear to be located within the downtown redevelopment area. The City obtained a copy of <br />the cultural resources survey that was completed by The 106 Group in the area for the proposed <br />Anoka County CSAH 14 Reconstruction Project. The survey examined 39 properties in SHPO's <br />inventory records - the same 39 properties that were listed in the SHPO response received for the <br />downtown redevelopment project. The survey concluded that none of the properties are eligible <br />for listing on the National Register of Historic Places. <br /> <br />b) Prime or Unique Farmlands <br />According to Anoka County soils information, two soils in the project area are identified as prime <br />farmland: Hayden fine sandy loam, 2-6% slopes and Nessel fine sandy loam, 1-4% slopes. <br />Two other soils are classified as prime farmland if drained: Dundas loam and Webster loam. <br />In addition, one soil is classified as farmland of statewide importance: Hayden fine sandy loam, <br />6-12% slopes, eroded. Although a number of the soils in the project area are identified as <br />important to farming, land within the project corridor is not used agriculturally. Most was <br />developed long ago as residential or commercial property <br /> <br />c) Designated Parks. Recreation Areas. or Trails <br />There are no designated parks or recreation areas within the project area. However, Centerville <br />Lake is adjacent to the project area and offers numerous recreational opportunities including <br />boating, fishing, and swimming. A number of City parks are located within the vicinity of the <br />project area and offer open spaces for recreation and picnicking. The largest of these, Laurie <br />LaMotte Park, is located just to the south of the project area and offers primary facilities for <br />organized recreation activities, including a hockey rink, a skating rink, soccer fields, softball <br />diamonds, and park buildings. Additionally, Rice Creek Chain of Lakes Park Reserve is also within <br />the vicinity of the project area. The Central Anoka County Regional Trail is planned to be located <br />adjacent to CSAH 14 through the project area. Another designated trail, Rice Creek Chain of Lakes <br />- Bald Eagle Regional Trail will run along Goiffin Road near the redevelopment area. <br />Park and trail users may experience minor impacts of odors, noise and dust during construction of <br />the project.
