<br />d) Scenic Views and Vistas <br />There are no views or vistas officially designated as scenic in the project area. However, views of <br />and from Centerville lake can be considered scenic. Several town home units are proposed in the <br />northwest part of the project area on the shore of Centerville lake where no structures are located <br />currently, thus there will be a change in the views from and of the lake in this area. Overall, <br />significantly adverse impacts to views are not expected because the proposed project is a <br />redevelopment of an existing developed area. <br /> <br />e) Other Uniaue Resources <br />Every summer Centerville celebrates the Festival of lakes (Fete de lacs) which includes a parade, <br />fireworks, food, and entertainment. The parade proceeds through the downtown area and the <br />festival itself is held in a park to the southwest of the redevelopment area. The parade route may <br />need to be altered due to the redevelopment project but other impacts are not expected. <br /> <br />20. Visual Impacts. While the project will not cause visual impacts related to glare from intense lights, <br />lights visible in wilderness areas or large visible plumes from cooling towers or exhaust stacks. <br />However, it will result in visual changes to the area, including a visual change to the shoreline of <br />Centerville lake where townhome units are proposed to be constructed. Overall building heights will <br />increase compared to current conditions, but heights will be similar to the buildings that currently are <br />located within the study area. Additional lighting as well as different types of lighting then presently <br />used will result from the addition of commercial spaces and residential units. Trees may need to be <br />removed for construction of commercial and residential spaces. Tree replacement is planned, but will <br />not necessarily be completed in the exact location of tree removal. Instead, trees will be planted along <br />boulevards and in locations that enhance overall aesthetics. <br /> <br />21. Compatibility with Plans and land Use Regulations. The project is subject to the City's adopted <br />comprehensive plan including all recent amendments. The proposed development is consistent with the <br />intent of the comprehensive plan as well as the City's downtown master plan. <br /> <br />The downtown master plan design meets the Metropolitan Council's vision for developing communities <br />to provide for more development within existing urban areas and provide growth at densities between <br />3-5+ units per acre. This development will exceed these desired minimums while providing a unique <br />mixed use development that will provide a variety of housing opportunities, commercial and office uses <br />in a traditionally designed downtown. The development will also provide housing choices and <br />opportunities for the city to meet the Metropolitan Council affordable housing allocation over the next <br />several years. <br /> <br />The project is also subject to and will comply with the Rice Creek Watershed District Watershed <br />Management Plan. <br /> <br />22. Impact on Infrastructure and Public Services. A new trunk water main, updated storm sewer, and <br />reconstruction of existing streets are proposed as part of this project. Street and utility reconstruction <br />will occur in advance of or in conjunction with construction phases to accommodate the new buildings. <br />The existing City utilities in the area will be modified to accommodate the increased density and more <br />intense use of water. Storm drainage features will be added to treat and regulate runoff quality and <br />quantity, respectively. Again, since the new use will not vary substantially from the existing use, there <br />will not be a significant increase in storm water runoff, but we will have the opportunity to provide <br />quality and quantity regulation where none existed before. <br /> <br />Centerville <br />Downtown Redevelopment <br /> <br />Page 31 <br />
