City of Centerville <br />Council Meeting Minutes <br />November 28, 2007 <br /> <br />Motion by Council Member Lee, seconded by Council Member Lakso, to approve <br />Resolution #07-047, a Resolution Adopting Findings of Fact and Record of Decision <br />on the Environmental Assessment Worksheet (EAW) for Centerville Downtown <br />Redevelopment. All in favor. Motion carried unanimously. <br /> <br /> <br />2.2009 Street and Utility Improvements Project <br /> <br /> <br />a.Preliminary Survey Scope and Fee Proposal – Bonestroo <br /> <br />Motion by Council Member Lee, seconded by Council Member Paar, to approve the <br />Preliminary Survey Scope and Fee Proposal for an amount not to exceed $43,000. <br />All in favor. Motion carried unanimously. <br /> <br /> <br />b.Scheduling Input Meeting – 2009 Street Reconstruction Project <br /> <br />City Engineer Statz reported that the informal public input meeting could be held in <br />February or March 2008. He commented this could be upgraded to a formal hearing if <br />deemed so by Council. He explained that the findings of the preliminary design would be <br />presented at this time. <br /> <br />Discussion ensued. <br /> <br />Motion by Mayor Capra, seconded by Council Member Lee, to set the next <br />Informal Public Input Meeting on the 2009 Street Reconstruction Project for <br />February 21, 2008, from 6:00 p.m. to 8:00 p.m. at St. Genevieve’s Community <br />Center All in favor. Motion carried unanimously. <br /> <br /> <br />3.Items/Structures Placed in Easements – Snowplow Hazards <br /> <br />Mayor Capra reported that Public Works employees often encounter large items in the <br />right-of-ways as they are plowing. She stated she did not like that Public Works <br />employees are physically removing items and expressed concern over the potential <br />liability issues. <br /> <br />City Attorney Glaser stated that this is a hazard to the people operating the plows. He <br />stressed that if something is in the right of way, residents must remove it. He commented <br />that the right-of-way locations vary in different areas of the city. He encouraged <br />residents to call City Hall if they have questions. <br /> <br />City Engineer Statz commented that a general rule for the location of a right-of-way is <br />ten to fifteen feet off the curb. <br /> <br />Mayor Capra pointed out that mailboxes are exempt. <br /> <br />Consensus reached to ask staff to notify the current list of violators. <br />Page 5 of 9 <br />
