City of Centerville
Council Meeting Minutes

October 24, 2007
Mayor Capra commented that additional information would be required before a decision
could be made. She questioned Council if it desired to consider a program for Senior
Citizens on fixed incomes and deferring the payment of an assessment until a house was
sold. She indicated that the financial burden this would cause other residents would need
investigation.

City Administrator Larson pointed out the financial incentive may encourage people to
hook up sooner rather than later.

No consensus reached on changing the requirement for residents to hook up to the system
within one year of services being available.

City Attorney Glaser reported that in 2012, residents would be required to hook up to city
water service, in any event.

B. Project Phasing:

City Engineer Statz requested Council’s thoughts on whether everything could be
rd
accomplished in 2009 and if not, the residents on 73 Street would like their
improvements pushed back due to the anticipated local traffic attempting to avoid Main
Street during that reconstruction project.

Finance Director Meyer provided information on a worse case scenario of estimated
future tax rates.

Discussion ensued.

Consensus was reached to complete everything in 2009.

C. Rain Gardens

City Engineer Statz provided information on rain garden options.

Discussion ensued.

Consensus reached that, by virtue of the Rice Creek Watershed District, the City is
ultimately responsible for the rain gardens and therefore, the rain gardens should be
established within City easements where possible. Council agreed that if a resident
wished to maintain a rain garden, the City would education them on how to do this.

D. Mill Road

Discussion ensued.
