City of Centerville <br />Council Meeting Minutes <br /> <br />October 24, 2007 <br />Project. He stated that many residents commented they had drainage concerns and <br />believed the streets and curbs were in good condition; therefore, did not require repair. <br />He commented that most of the comments came from residents of Center Street, Mill <br />Road, and Peltier Lake Drive. <br /> <br />Mr. Bob Nelson, 7164 Mill Road, addressed Council and questioned them as to how he <br />would come up with the money to pay his proposed assessment of $15,000 to $20,000. <br />He indicated he currently has drainage problems. He stated Mill Road has been <br />reconstructed twice in 25 years. <br /> <br />Mayor Capra informed residents that no final plans had been made and it is important to <br />hear resident comments. <br /> <br />Mrs. Diane Clancy, 1882 Center Street, stated there is not a drainage problem on Center <br />Street and to change it is not necessary. She stated the $20,000 assessment is a real <br />sticker shock. She indicated that she believes the timing is not good because of the <br />CSAH 14 project. She expressed sentiments that residents did not have the money to pay <br />the huge assessments proposed. <br /> <br />Mr. Bob Mehsikhomer, 1890 Center Street, stated that residents of Centerville are over <br />taxed and one of the highest taxed cities in the state. He stated that he objected to <br />mandatory participation. He mentioned that he believes the 2009 Street Project would <br />devalue property. <br /> <br />Mayor Capra explained that sample appraisals of properties would be accomplished to <br />help assure the Council that the assessments are appropriate. <br /> <br />Mrs. Wanita Rodriguez, 1960 Center Street, requested that she go on record as agreeing <br />with everything stated by Mrs. Clancy and Mr. Mehsikhomer. <br /> <br />Mr. Jason Paulsen, 6928 Ivy Court, addressed Council and questioned whether the Lift <br />Station was a driving force for the street project. He commented he would prefer to keep <br />his well as a back up rather than capping it off. <br /> <br />City Engineer Statz replied the Lift Station was not a driving force, rather it would be <br />done at the same time. <br /> <br />Discussion ensued. <br /> <br />Councilmember Lakso stated that she would be in favor of deferring hook up until 2012. <br /> <br />Councilmember Lee commented that he would not be in favor of revisiting the resolution. <br /> <br />City Engineer Statz discussed deferred assessment options. <br /> <br />Page 2 of 5 <br /> <br />
