City of Centerville <br />Council Meeting Minutes <br />November 14, 2007 <br />City Administrator Larson explained that the Wellhead Protection Plan is a method of <br />preventing well contamination by effectively managing potential contamination to City <br />wells. He explained the concept of the plan to Council members and the audience. He <br />pointed out the locations of the two wells. <br /> <br />City Administrator Larson explained that the Wellhead Management issues include land <br />use, wells, ISTS, hazardous materials, transportation corridors, agricultural incentives, <br />and feedlots. He outlined the goals associated with the Plan and indicated they are <br />referenced in the Comprehensive Plan and would be incorporated into other plans. <br /> <br /> Mayor Capra stated that this came into play partly due to Homeland Security issues. <br /> <br /> Councilmember Lakso inquired as to the timeframe for the goals. <br /> <br />City Administrator Larson replied that by the end of December the plan would be <br />approved. <br /> <br />Mayor Capra questioned whether residents on Shad Avenue hooked up to City water in <br />2004. <br /> <br /> City Administrator Larson replied that this would need to be investigated. <br /> <br />Councilmember Broussard questioned the Utilities Staging Plan on page five and <br />indicated the date was not correct. <br /> <br />Motion by Council Member Lakso, seconded by Council Member Broussard, to <br />close the Public Hearing on the Wellhead Protection Planat 6:44 p.m. All in favor. <br /> <br />Motion carried unanimously. <br /> <br /> <br />2.Downtown Environmental Assessment Worksheet <br /> <br />Mayor Capra opened the Public Hearing at 6:45 p.m. <br /> <br />City Engineer Statz summarized the process for publishing the Findings of Fact for the <br />Downtown Environmental Assessment Worksheet (EAW). He invited the public to make <br />comments or ask questions they might have. <br /> <br />Mayor Capra commented that there are 25 known wells in the area and questioned the <br />difference in these wells. <br /> <br />City Engineer Statz explained the difference in the wells. He stated that residential wells <br />are drift wells. <br /> <br />Mayor Capra questioned potential contamination in the down town area. She questioned <br />whether the underground storage tanks were still located down town. <br /> <br />Page 2 of 8 <br />
