City of Centerville <br />January 26, 2005 <br />Council Meeting Minutes <br />Mayor Capra said that this would take the City’s plans and gives environmental impact <br />study information but will not tell them what to put in or allow them to tell this City what <br />to allow but it will give information on what is going in around the City and how that <br />impacts the City. <br />2. Staff Attendance of Scheduled Candidate Interviews for February 5, 2005 <br />Council indicated that Mr. Lynn and Lisa will handle the interviews. <br />3. Resolution #05-007 – Supervisory Control and Data Acquisition (SCADA) <br />Project – Acceptance of Bids and Awarding Contract <br />Mr. Peterson reviewed the bid with Council and recommended approval. <br />Council Member Lee asked what the budgeted amount for this item was. Mr. Peterson <br />indicated this amount is well within the budgeted amount. <br />Motion by Council Member Lee, seconded by Council Member Lakso to approve <br />Resolution #05-007 as presented. All in favor. Motion carried unanimously. <br />5. Sunshine Account <br />Mayor Capra indicated she had asked information on how to do things for Staff. Mr. <br />Meyer has said he is not in favor of a sunshine account. She then explained that a <br />sunshine account involves where Council and Staff donate a few dollars per pay period to <br />do a dinner at the end of the year legally on the books. <br />Mayor Capra indicated that other communities do this such as Lino Lakes. <br />Ms. Bender indicated that it would be one more thing to keep track of and another item of <br />concern is what would be the value of the donation and is it voluntary and what happens <br />if someone terminates. <br />Council Member Lee indicated it would be purely voluntary and once the money is in <br />you do not get it back until you attend the party it is spent on. He then clarified that the <br />point behind this suggestion is that there was some concern over the appreciation dinner <br />done in a previous year and some people feeling it was illegal. He further commented <br />that legal staff has said it is legal and appropriate but there was an issue in the community <br />about it. <br />Council Member Paar said he likes the way it was done the first time. <br />Council Member Lee said he feels the backlash was unfair but he is willing to take the <br />heat. <br />Page 5 of 11 <br /> <br />
