City of Centerville <br />February 2, 2005 <br />Council Joint Work Session Meeting Minutes <br /> <br />II. APPROVAL OF AGENDA <br /> <br />III. AWARDS/PRESENTATIONS/APPEARANCES <br /> <br />1. Mr. Mike Grochala & Mr. Jeff Smyser – City of Lino Lakes (Alternative Urban <br />Areawide Review (AUAR) <br /> <br />Mayor Capra introduced Mr. Grochala and Mr. Smyser. Mr. Smyser presented copies of <br />the Power Point presentation that was discussed with Council. Mr. Smyser stated that <br />Alternative Urban Areawide Review (AUAR) is an environmental review and its <br />importance of being a part of local planning and development. Mr. Smyser explained <br />that the AUAR is reviewing development areas for a much larger geographic area rather <br />than by project and its possible impacts of a much larger area than just a development <br />project. Both Mr. Grochala and Mr. Smyser explained that the AUAR project contains <br />and addresses natural resource conservation and if mitigation elements are needed they <br />are implemented prior to the application process and eliminates significant environmental <br />impacts. It was felt that four (4) areas would be studied and the east quadrant of <br />th <br />Centerville, Industrial District along 20 Avenue would be included in the study areas at <br />no cost to the City of Centerville. Mr. Smyser stated that it is very important for the <br />communities to communicate due to its benefits for both communities. Mr. Smyser <br />reported that employees from both Centerville and Hugo are participating in regular <br />meetings in attempts to forward information to Councils for their input and review. Mr. <br />Smyser also stated that members of committees/commissions have also been participating <br />in the process. <br /> <br />Mr. Smyser and Mr. Grochala stated that numerous work sessions/public meetings have <br />and will continue to be held so that there are no concerns regarding decisions being made <br />without Council making the decisions. Mr. Smyser stated that the City of Lino Lakes <br />would be holding a public open house on February 17, 2005. Mr. Smyser stated that <br />information has recently become available on the City of Lino Lakes web site with all <br />meeting minutes being accessible and additional information if desired by the public and <br />Council. <br /> <br />Mr. Smyser and Mr. Grochala discussed the three phases of the project and timelines for <br />completion. Both individuals stated that currently the project is in Phase II. <br /> <br />Mr. Grochala stated that additional considerations would be included in the study such as <br />extensions of trunk mains, looping of systems, wells and storage facilities and sanitary <br />sewer capacity constraints. Additional organizations will be included in the background <br />research such as the Metropolitan Council. Additional research will be completed in <br />regards to archeological, historic, architectural and existing/future traffic patterns. Mr. <br />Smyser stated that individual cities’ comprehensive plans, known potential <br />developments, known property owner’s plans and market analysis would also be taken <br />into consideration as it relates to the AUAR. <br /> <br />Page 2 of 8 <br /> <br />
