City of Centerville <br />February 2, 2005 <br />Council Joint Work Session Meeting Minutes <br /> <br />Mayor Capra questioned what Lino Lakes is looking from Centerville. Mr. Grochala <br />th <br />stated that everything east of 20 Avenue within the City of Centerville is being <br />considered for inclusion in the project. Council Member Broussard questioned when all <br />documents would be completed. Mr. Smyser stated within a year. Council Member <br />Broussard also questioned such factors of Racino, interchange and etc. and how they <br />could potentially affect the AUAR project. Mr. Grochala stated that some of the study <br />areas are known to develop and how and others they are anticipating its development. <br />Mr. Grochala stated that the interchange configuration does not affect the AUAR at this <br />time. However, they will contain strategies for the long term. <br /> <br />Mayor Capra questioned sewer capacity. Mr. Smyser stated that Met. Council has hired a <br />contractor to look into the Forest Lake interceptor and they are considering upgrading the <br />existing system. These same contractors will be researching Centerville’s existing <br />interceptor and potentially upgrading same. <br /> <br />Council Member Lee questioned whether the City decides to participate in this project <br />would a moratorium be placed and no development could take place within the two (2) <br />month period. Both Mr. Smyser and Mr. Grochala concurred. <br /> <br />Parks and Recreation Chairperson Peterson brought up the fact that Centerville has very <br />limited space for potential development and would they or would there be a potential to <br />recommend all of the available area to contain all of the other cities storm water? Mr. <br />Smyser stated that the City of Centerville would not have all the storm water. Mr. <br />Grochala stated that the anticipated projects/developments or scenarios would follow <br />Rice Creek Watershed District’s standards. Mr. Smyser stated that the City of Lino <br />Lakes is getting started on rainwater gardens rather than man-made storm water <br />drainage/ponds which are much more environmentally friendly. Mr. Smyser also stated <br />that the water quality of Clearwater Creek is extremely important. <br /> <br />Planning and Zoning Commissioner Jennefer Klennert Hunt questioned whether the City <br />of Lino Lakes has completed any similar projects like this before. Both Mr. Grochala <br />and Mr. Smyser stated that several other communities have, however the City of Lino <br />Lakes has not. <br /> <br />Finance Director Meyer questioned the funding. Mr. Grochala stated that the cost of the <br />project is approximately $300,000. There would be no cost to the City of Centerville, <br />however, all communities needed to work together and the City of Lino Lakes can not <br />assess the City of Centerville. <br /> <br />Mayor Capra thanked the Mr. Grochala and Mr. Smyser for their presentation and update <br />on their project. <br /> <br />IV.
