City of Centerville <br />February 2, 2005 <br />Council Joint Work Session Meeting Minutes <br /> <br />Mayor Capra provided a brief opening statement and then thanked all members for their <br />attendance and turned the meeting over to the Finance Director Mr. Meyer. <br /> <br /> 2. Finance Director – City Financial Update/Committee & Commission 2005 <br /> Budgets <br /> <br />Mr. Meyer discussed the finances of the committees/commissions. Mr. Meyer stated that <br />the City’s budget is $2,148,000 with $348,000 in capital improvements. Mr. Meyer <br />posed to Council, Committees/Commissions that their desires for future projects must <br />encompass the City’s resources and not exceed same. Mr. Meyer reminded Council and <br />Committees/Commissions that the City is almost to its development capacity and is <br />running out of rapid growth and tax capacity. Mr. Meyer stated that focusing on Council; <br />Committees/Commission’s goals would affect staffing, future financial needs and study <br />areas. Mr. Meyer stated that the Parks & Recreation Park Dedication fund is healthy at <br />this time and slight growth will continue to increase the fund. <br /> <br />Mayor Capra stated that Planning and Zoning Commission would need to review the <br />current Comprehensive Plan and begin the process for re-drafting due to its required 2007 <br />submission. Mayor Capra stated that the City’s engineering firm (Bonestroo, Rosene, <br />Anderlik & Assoc.) may help in the process along with Resource Strategies. <br /> <br />3. Committee & Commission – Description of Committee/Commission <br /> Duties/Current Projects/Goals, Achievements/Issues and Concerns for 2005 <br /> <br /> <br />a.Economic Development Committee <br /> <br />EDC Committee Member Paul Burke stated that he is no longer <br />the Chair and Ms. Eileen Smith was the Chair of the committee <br />and unable to make this evenings meeting. Committee Member <br />Burke stated that the committee’s major goal is supporting local <br />businesses along with new businesses. EDC has accomplished the <br />annual business directories, annual business barbeque, new <br />resident packets and Frozen Fete des Lacs. Committee Member <br />Burke stated that the Committee’s long term goals are to promote <br />Centerville as a place to do business and to strengthen the <br />community. Committee Member Burke stated that the proposed <br />widening of CSAH14/Main Street may greatly affect the <br />community and felt that EDC could serve as a conduit to the <br />community and business owners and provide assistance with <br />speakers who have encountered the same situation and how they <br />have prospered. <br /> <br />Mayor Capra stated that EDC’s major concerns/goals for 2005 <br />should encompass the downtown area and CSAH14/Main Street <br />widening.
