Again, option C - hiring an <br />intern for the summer will assist the City with future projects. <br />Mr. March added, this fall the City will need to look at the <br />garbage and union contracts. In addition, an intern would be an <br />extra employee to help with the phones and this will be an <br />inexpensive option for the City. The City would pay a minimal <br />salary, but would not be required to pay for benefits. Mr. March <br />noted, an intern position affords the opportunity for a person to <br />gain valuable experience and knowledge. <br /> <br />Councilmember Brenner questioned Mr. March if he had adequate <br />time to ensure the intern would gain valuable experience and <br />knowledge. Mr. March assured the Council, the time will be <br />available to properly train and instruct an intern. <br /> <br />) <br /> <br />Mr. March advocated option D, expanding the duties of the Deputy <br />Clerk. In consideration of the City's accumulation of funds <br />which are in excess of three million dollars, there is a need for <br />more in house financial observation. Mr. March identified the <br />primary problem is the need to increase financial investment <br />activity. Furthermore, the Deputy Clerk currently works less <br />than forty hours a week and she has agreed to work more hours to <br />achieve the City's financial goal. Mr. March commented the <br />additional responsibilities may cause an increase in the Deputy <br />Clerks job grade. Councilmember Powers asked if this staffing <br />option will increase the salary of the position. Mr. March <br />responded a correlation between the additional responsibilities <br />and grading points would be investigated. <br /> <br />Councilmember Powers questioned Mr. March how option D will <br />support the incoming phone calls and service needs of the City. <br />Also, Councilmember Powers warned, the City may want to consider <br />consulting a professional to comment on the investment of funds <br />and perhaps work for the City in that capacity. Ms. Gaustad <br />questioned Mr. March who currently performs the financial <br />investments for the City. Mr. March replied, to date the <br />financial investments are handled by himself and the Deputy <br />Clerk. Mr. Palzer commented the City may want to consider <br />utilizing a financial consultant to advise the Deputy Clerk in <br />setting up a ladder investment strategies. Mr. March planned to <br />develop an investment policy and bring the proposal to the <br />Council for consideration. Councilmember Powers commented it is <br />difficult to make an educated decision with the limited <br />information provided on option D. <br /> <br />Mr. March continued by explaining option E which is to expand the <br />duties of the Recycling Coordinator.
