Motion carried unanimously. <br /> <br />PETITIONS AND COMPLAINTS <br />Mayor Wilharber communicated that ordinance #5 Discharge of Firearms should be <br />reconsidered to address single and double shot projectile mechanisms, and perhaps Centerville's <br />ordinance should reflect the surrounding communities ordinance. <br /> <br />Mayor Wilharber moved and it was seconded to authorize Staff to request from other <br />communities an ordinance dealing with discharge of firearms. Motion carried unanimously. <br /> <br />UNFINISHED BUSINESS <br /> <br />Revised Parkview Addition Feasibility Study <br />Mr. Nyberg gave an overview of the Parkview development revised feasibility study. The main <br />item that changed was the calculation of the proposed assessments. Mr. March eXplained a <br />resolution receiving preliminary report and calling public hearing has been included on the consent <br />agenda. <br /> <br />Councilmember Helmbrecht questioned how the Tourville property would be assessed. Mr. <br />March responded one consideration is treating the Tourville assessment similar to the Sievert <br />assessment. Mr. March researched the manner in which the City assessed the Acorn Creek <br />Development. The specific assessment cost to each ofthe 44 lots was $12,304.84. The Sievert <br />property assessment of$10,450 was deferred five years and is scheduled to begin in October <br />1998. <br /> <br />Councilmember Helmbrecht questioned ifthe city can reassess the Sievert's prior to them <br />beginning to pay on their assessment. Mr. March plaI).I1ed to investigate the issue and explore <br />items. Mayor Wilharber suggested Staff work to develop standard assessment procedures. <br /> <br />Mr. Nyberg noted the Council may want to consider adjusting deferred assessments according to <br />the consumer pricing index. <br /> <br />Councilmember Helmbrecht moved and it was seconded to acknowledge receipt of the Parkview <br />feasibility study. Motion carried unanimously. <br /> <br />Comments on Joint Powers Agreement for 21st Avenue <br />Mr. March initiated a discussion on the Joint Powers Agreement for 21st Avenue between the <br />City ofLino Lakes and the City ofCenterville. Mr. Nyberg distributed the proposed <br />memorandum of understanding. Mr. Nyberg spoke with the Lino Lakes City Engineer about Lino <br />Lakes concerns. Lino Lakes concerns included the 90 day time period following a petition and <br />the December 31, 2000 deadline date. Furthermore, Lino Lakes would like the 90 day <br />requirement to be replaced with 120 days and the year 2000 replaced with year 2001. <br /> <br />3 <br />
