<br />Centerville's two police protection possibilities are to develop a partnership consisting of a <br />consortium of Circle Pines, Lexington and Centerville or to create an independent police <br />department. <br /> <br />Mayor Wilharber read a letter executed by acting Police Chief Joel Heckman CPLPD (Circle <br />Pines Lexington Police Department). The letter requested the Centerville City Council confirm <br />whether or not the city plans are to continue contracting through CPLPD. Whereas, if Centerville <br />chooses to continue to contract police service then the CPLPD will decide whether or not to <br />apply for "COPS" grant funds. The letter continued, if the "COPS" grant request is favorable the <br />police department will enter into a four-year commitment for funding. <br /> <br />Mayor Wilharber explained the Councils decision will have a bearing upon the police department <br />applying for the "COPS" grant, hiring additional officers and increasing Centerville coverage from <br />17 hours to 24 hours. Incidentally, the "COPS" grant funds offsets the cost incurred to hire new <br />police officers by contributing funds in increments of 100, 75, 50 then 0% over four-years, <br />respectively. <br /> <br />Mayor Wilharber noted the City's projected growth may demand more police coverage. <br />Councilmember Powers commented, based on both project growth and the increased police calls, <br />she shared interest to investigate into different contracts or joint power agreements. The Council <br />discussed the additional cost for 24 hour police coverage, levy limitations and community liaisons. <br /> <br />MOTION by Councilmember Buckbee to authorize the City ofCenterville to enter into joint <br />powers' agreement negotiations between the cities of Circle Pines, Lexington and Centerville. <br />Furthermore, to authorize the City to negotiate for police coverage increase to 24 hours. Motion <br />seconded by Councilmember Powers. Motion carried unanimously. <br /> <br />COMMITTEE REPORTS <br /> <br />ADMINISTRATORS REPORT <br /> <br />MCMA Conference <br />Mr. March reported he would be attending the MCMA Conference. <br /> <br />MCFOA Conference <br />Mr. March commented Ms. Gaustad would be attending the MCFOA Conference March 24 <br />through 27. <br /> <br />MCFOA Executive Board <br />Mr. March commented the City Clerk is interested in continuing to serve on the Municipal Clerks <br />and Finance Officers Association Executive Board. Mr. March noted he endorsed Ms. Gaustad's <br />involvement and felt the exposure lent to Centerville's recognition. <br /> <br />7 <br />
