Ms. Gaustad explained being active on the MCFOA board afforded educational opportunities and
helped the city to be on the cutting edge oflocal government. Moreover, being an active member
helps to keep the City abreast of what other communities are doing and experiencing. Equally
important, it allows the City of Centerville to share experiments and successes with other cities.
Ms. Gaustad felt the exchange of forms, policies, ordinances and experiments has proven to be an
asset to the City of Centerville.

Councilmember Helmbrecht asked Ms. Gaustad if her involvement takes time away from her job.
Ms. Gaustad replied yes, however, the majority of the responsibilities and meetings are held on
weekends. Councilmember Buckbee commented it is an educational experience as well as an
opportunity to network.

MOTION by Councilmember Buckbee to endorse the City Clerk's desire to be elected and to be
active on the MCFOA Board. Motion seconded by Councilmember Brenner. Buckbee aye,
Brenner aye, Wilharber aye, Power aye, Helmbrecht nay. Motion carried.

Tobacco Ordinance Update
Mr. March informed the Council the tobacco ordinance public hearing is scheduled for Thursday,
March 12, 1998 before the planning and zoning commission. The tobacco ordinance will require
the removal of tobacco vending machines, no self service tobacco products and perhaps an
increase in tobacco licensing fees.

Financial Institution
Mr. March reported a financial institution addressed the planning commission and they have a
purchase agreement on the east end of the Rehbein commercial properties south of the Willow
Glen development.

Banyon Software
Mr. March mentioned a Banyon software representative has scheduled a training session next
week.

Contract for Lawn Care
Mr. Palzer reported Valley Creek Lawn and Landscaping, Inc. submitted a two-year lawn care
contract, effective April 1998 through October 2000. The weekly rate will be $206.25 for three
parks and the Fire Department/City Hall lawns.

MOTION by Councilmember Buckbee to approve the two-year contract with Valley Creek.
Motion seconded by Councilmember Brenner. Motion carried unanimously.

Street Naming Committee
The Council authorized Staff to develop a street naming committee and suggested contacting past
committee members.

8
