CITY OF CENTERVILLE
CITY COUNCIL MEETING
WEDNESDAY, JANUARY 14, 1998

Pursuant to due call and notice thereof, the City Council of the City of Centerville held a
workshop and their regularly scheduled Council meeting on Wednesday, January 14, 1998 at City
Hall, 1880 Main Street. The workshop was called to order by Mayor Tom Wilharber at 5:00 p.m.

PRESENT:

Mayor Tom Wilharber
Council Members: Mary Jo Helmbrecht
Theresa Brenner

ABSENT:

Sanna Buckbee
Laura Powers

STAFFICONSULTANTS PRESENT: Administrator Jim March
Public W orkslBuilding Inspector Paul Palzer
Clerk R y-Chel Gaustad
Building Inspector Ken Cook
Deputy Clerk Danell Westbrock
Maintenance Worker Tim Danielson
Maintenance Worker Bob Westerlund
Receptionist Jill Lein
Dorothy Person of Local Government Consultant
IIIIIIIII II IIIIIIIIIIIIIIIIIII II IIIIIIIIII IIIIIIIIIIIIIIIIIIIIIIIII IIIIIIIIIIIIIIIII III 1//11111 II IIIII I IIIIIIIIIIIIIII I I I I I I I I I I I I I I I I I I I I I
Mayor Wilharber called the January 14, 1998, workshop to order at 5:00 p.m.

Ms. Person distributed and gave an overview of her final comprehensive salary plan. Ms. Person
noted the report reflected her recommendation that the City approve and implement one of two
salary plans. Option A - moves salaries of employees to the next closest step from current salary,
resulting in the minimal cost to implement the salary system. Option B - places' employees in the
salary range based on years of service in their current positions, resulting in $712 more per month
than option A. The salary range provided in the report should be considered a guide to the City
based on internal evaluation and market survey results. Furthermore, the submitted
recommendations have been applied to the DOER software and conveyed compliance with State
regulations. Ms. Person opened the discussion for questions.

Mr. March requested Ms. Person clarify on how she arrived at the position grades and how the
ten step salary plans were developed. Ms. Person explained the grade scale was determined by
job ranking points which reflected a job evaluation (personal interviews) for each position, current
salary and a market survey. Also, the 10 step salary plans are based on an eight to 10 percent
range between grades.

Ms. Gaustad asked Ms. Person how the average pay for each grade was determined. Also, Ms.
Gaustad requested clarification on the reliability and accuracy of the market study. Ms. Person
